Welcome Message from the Office of the Chief Whip, Cde Honorable Super Zuma
According to Rule 5 of the ANC Constitution, ANC members who hold elective office in any sphere of government have a duty to be members of the appropriate Caucus that must have a huge element of activism.
An Activist Caucus is the caucus that basically a campaigning Caucus that also preoccupies itself with addressing issues that affect our people on daily basis which revolves around addressing the triple challenges of poverty, inequality and unemployment.
Members of the ANC deployed to Parliament, Legislature and Municipal Councils must function within their respective rules but also to abide by its decisions which must be within the Constitution, constitutional structures and other duly adopted police positions of the ANC.
The Members of the ANC Caucus derive their broad mandates from Caucus and such mandates should be in congruent with resolutions of the ANC constitutional structures. Hence, attendance of its meetings is compulsory to all ANC public representatives.
The ANC Caucus: KZN Legislature consists of all ANC Members of the Provincial Legislature (MPL). Our main principal task as the Caucus is to keep Members of the Legislature MPLs informed about the Legislature programme but also allow MPLs to discuss and agree on the approach to all matters on the Order Paper/Legislature agenda.
They also serve as the organ within which those elected by Caucus to Legislature account to the organisation as well as serving as institutions that ensures the accountability of ANC members of Caucus. Caucuses also serve as the point of contact between the MPLs and the ANC Leadership.
Our Caucus also manage the work of the study groups, which play the role of portfolio committee caucuses, and are therefore sub-structures of the Legislature Caucus.
As we have mentioned in the aforementioned paragraphs, the Committee and Study Group Chairs report to Caucus through the Office of the Chief Whip. The ANC Caucus carries out the above functions under the supervision of the Political Committee.
The ANC Caucus meetings such as study groups, Caucus, political schools, workshops, strategic planning etc. so as to ensure that this collective can discuss and co-ordinate its work effectively.
Arising from the above, Caucus meetings are a part of the day-to-day political management tasks of the Office of the Chief Whip as we try to strengthen an Activist Caucus that is also a campaigning and mobilising to enhance the work of the ANC.
