Minister Stella Tembisa Ndabeni delivered the Department of Small Business Development Budget Vote Speech on Tuesday, July 29, 2025, at the NCOP Parliament Building in Cape Town. Her address focused on providing crucial updates about support for small businesses and efforts to ignite entrepreneurship across the country.
The budget for the Department of Small Business Development for the 2025/26 financial year is set at R2.918 billion. Of this total, R2.45 billion, which accounts for 84% of the budget, is allocated specifically for transfers and subsidies directly benefitting small businesses. The remaining R468 million, or 16%, will cover departmental operations, including R265 million for staff compensation, R197 million for goods and services, and R6 million for capital expenditure.
A significant focus of the new budget is on supporting rural provinces. The Eastern Cape and Limpopo are both set to receive R118.8 million each, KwaZulu-Natal will receive R102.96 million, the North-West R95.04 million, Mpumalanga and the Northern Cape R79.2 million each, and both the Western Cape and Gauteng R71.28 million. The Free State is allocated R55.44 million for the year.
Minister Ndabeni emphasised that this budget reflects a commitment to bolstering small businesses around the country, especially in rural areas, while keeping departmental operational costs lean.
