This is the Katy Freeway in Houston before and after its expansion in 2003-2008. (Photos source: Houston Chronicle) The "before" photo appears to be looking east from the vicinity of Gessner Rd., while the "after" photo appears to be looking west from the vicinity of Post Oak Rd. As discussed in a previous post, the Katy Freeway was originally built in the late '60s with three lanes in each direction. The transitway (HOV lane) was added in the mid '80s.

Today, the Katy Freeway today is often-cited as the widest freeway in the world, with a staggering 26 lanes at its widest point including freeway mainlanes (general purpose and toll/HOV express lanes) and frontage road lanes. Because it quickly became congested again after its massive expansion, it's also often-cited as the poster child for "induced demand", which is the phenomenon that increasing road capacity reduces congestion temporarily but ultimately encourages more driving, causing traffic volumes to grow and congestion to return, sort of the the traffic version of Parkinson's Law. This is generally-considered to have occurred on the Katy Freeway around 2013, or about five short years after the expansion was completed.

The counter-argument is that although congestion returned, the freeway today is carrying far more vehicles than the old Katy Freeway ever could, substantially increasing person and vehicle throughput, even if drivers again experience slow rush hour travel, and the toll/HOV lanes continue to provide a reliable, faster alternative during periods of congestion.
