For the first time in nearly 20 years, Hay Hov has a green card.

Hov, a Cambodian refugee from Oakland who was detained by U.S. Immigration and Customs Enforcement in March, has been freed from a facility in Bakersfield earlier this month and is no longer at risk of deportation, his attorney said.
⠀⠀⠀⠀⠀⠀⠀⠀⠀
The highlighted his story days before he and dozens of others across the U.S. were detained by ICE, amid an uptick in the arrests of Cambodians who committed crimes long ago and subsequently lost their green cards.
⠀⠀⠀⠀⠀⠀⠀⠀⠀
Many of these immigrants tell similar stories: Haunted by the trauma of war and genocide, they landed in impoverished neighborhoods in America where opportunities were limited and where they were bullied for being immigrants.
⠀⠀⠀⠀⠀⠀⠀⠀⠀
They turned to drugs, gangs and crime to fit in, decisions that got them locked up for years and cost them their visas.
⠀⠀⠀⠀⠀⠀⠀⠀⠀
Their crimes were big and small. Some were charged with driving under the influence, others with murder. But as rehabilitated men with full-time jobs and families, they acknowledge their faults and say they deserve another chance, immigration attorneys say. Their predicament highlights the complexities of the immigration system, raising the question: Do they deserve to stay?
⠀⠀⠀⠀⠀⠀⠀⠀⠀
A pardon would clear them of any guilt for their alleged crimes, which would significantly increase their chances of winning their deportation cases.
⠀⠀⠀⠀⠀⠀⠀⠀⠀
On Monday, May 13, Hov was pardoned by Gov. Newsom.

Lew is the policy director for the Coalition on Homelessness. Thibodeaux has been homeless for four years. The Kinnard’s are currently staying at Raphael House, an emergency shelter for families, along with Kinnard’s three-year-old son, Ricky.
⠀⠀⠀⠀⠀⠀⠀⠀⠀
Kinnard switched Jemeila from hip to hip as Ricky hopped up and down the steps. If there was one thing she could to say to the mayor, Kinnard said, it would be a reminder to her that she ran on a platform to end homelessness.

“Where is the promise that you made us?” Kinnard said.
