Cost has a way of showing up later.

The number you carry forward now can become the surprise you have to explain later.

Surveillance often gets carried forward as last year's number or whatever is left after larger projects are funded. That may look practical during budget review, but it can create mid-year surprises when cameras fail, footage is needed, or a team loses hours trying to locate an incident.
