Mexico has approved and implemented a landmark law banning the use of dolphins, sea lions, orcas, and other marine mammals in captive entertainment. The legislation, which took effect on July 17, 2025, prohibits dolphin shows, swim-with-dolphin programs, captive breeding, and the acquisition of additional marine mammals.
Under the new law, approximately 30 dolphinarium facilities must phase out operations and relocate animals to seaside sanctuaries within the established transition period. Existing captive dolphins will remain under human care for the rest of their lives, but no new breeding will be allowed.
The measure represents a major shift in animal welfare policy and places Mexico among a small group of Latin American countries that have banned both dolphin shows and captive breeding. The law also includes provisions aimed at supporting workers affected by the industry's transition.
