Per Google:
Eastern Cicada Killer (a large solitary wasp), which is common in Pennsylvania. Females hunt and paralyze cicadas mid-air, dragging them into underground burrows to feed their young. Though intimidating in size, they are native, beneficial pollinators, and rarely sting humans.
