In 1970, a shared dream of accessible secondary education gave birth to Mawo Barangay High School through the determined leadership of founder Simporiano Casiguran Esponilla and the strong support of community members. From humble beginnings at the northern section of Victoria Central Elementary School, the school opened its doors with Teresita Hechanova Tan as its pioneering teacher, later joined by equally dedicated educators.

Four years later, the institutionโ€”now known as Victoria National High Schoolโ€”celebrated a historic milestone: its first graduating batch in 1974. The pioneering female graduates were Edna de Asas, Perlita D***l, Mila Fabellar, Yolanda Galaroza, Arma Gumarao, Lorna de Jesus, Joyce Ledesma, Lea Mabini, Anita Manaog, Elenita Pasco, Lourdes Pelicano, Lucila Rosaseรฑa, Ruth Rosete, Ida Tan, and Nancy Tan. The male graduates included Felix Centino, Jaime Dampog, Marianito Eslaban, Danilo Gumarao, Gil de Jesus, Atilano Medice Jr., Honorato Medice, Dioleto Medice, Gerardo Medice, Zosimo Medice, Melchor Moraleta, Joel Odtujan, Ahmed Peรฑaflor, Henry Sauro, and Alex Siago.

Their graduation marked more than the completion of academic requirementsโ€”it symbolized the triumph of community spirit, perseverance, and the enduring belief that education transforms lives.

VICTORIA DECLARED AS THE 2025 CFLGA PASSER

Along with eighteen (18) other local government units, Victoria was declared by DILG Northern Samar passer of the 2025 Child-Friendly Local Governance Audit (CFLGA) and will be conferred with the Seal of Child-Friendly Local Government (SCFLG).

It is maybe assumed that this year's results posted a significant leap for the entire province with increased number of passers from ten in the previous year to 19 this year. Victoria is fortunate enough to be included in the list. This signifies LGUโ€™s strengthened effort to consider the well-being and future of all children as top priority.

It maybe remembered that the CFLGA, as a mandatory audit system, evaluates how LGU such as Victoria, takes one step further in the protection of childrenโ€™s rights, the provision of essential basic services and enforcement of policies that surely will create a safe, inclusive and child-responsive environment.

The audit assesses performance across five crucial areas to ensure a safe, inclusive and child-responsive environment, to wit: Survival, Development, Protection, Participation, and Governance.

Victoria shares the stage with Mapanas, San Roque, Laoang, San Antonio, Catubig, Gamay, Mondragon, Palapag, Pambujan, Bobon, Biri, Lavezares, Allen, Lapinig, Catarman, San Jose, Silvino Lubos and Capul.

Victoria will be conferred with the Seal of Child-Friendly Local Governance (SCFLG) by the Council for the Welfare of Children (CWC) Board. The SCFLG is a requirement for the Seal of Good Local Governance (SGLG).
