PNP BUENAVISTA - KAGAWAD SA BARANGAY ANG WAY KUKALUOY NGA GITABANGAN OG PUSIL SA DUHA KA MGA TAWONG NAGSAKAY OG MOTORSIKLO

Spot report on Murder Case. That OOA 10:00 o’clock in the morning of February 20, 2017, this station received information from concern citizen informing herein that a certain URSOLO PETALCORIN Y MELESIO, 52 years old, married, barangay kagawad and a resident of Brgy Putingbato, Buenavista, Bohol was shot several times by two (2) unidentified person with the use of a firearm at Brgy Lapacan Norte, Buenavista, Bohol near the quarry. Upon receipt hereof, PNP team from this station composed of SPO1 Alejandro M. Estorgio, PO3 Jose Jerome V. Senicolas, PO3 Nicolas A. Aparilla, PO2 Virgilio C. Gudito Jr, PO1 Ladislao E. Añasco Jr and PO1 Dominador A. Torregosa of RPSB7 together with the MHO Dra. Marivic Chua immediately responded to the describe place for verification and investigation onboard on PNP marked vehicle Toyota Hilux.
2. Upon arrival thereat, initial investigation conducted revealed that said victim was travelling riding his owned Rusi motorcycle colored black came from Bugtong, Inabanga, Bohol going towards home at Brgy Putingbato, Buenavista, Bohol. His purpose of coming in Bugtong market was to convey a passenger and as well as to get his construction materials which was owed by his younger brother who was working thereat on that time. But upon travelling going home and reaching to the incident place at Brgy Lapacan Norte, Buenavista, Bohol near the quarry, while in the act of turning left going to Brgy Putingbato, when suddenly fired five (5) times by the tailing two (2) unidentified suspects wearing improvised mask which were also riding an XRM skeleton motorcycle colored black. The first suspect (the backrider) was the first to fire his gun two (2) times pointing to the victim. The victim was hit causing him to uncontrolled his driven motorcycle and totally crashed down in the road. The first suspect dis-embarked in their ridden motorcycle and goes near to the victim and then, fired again his unknown firearm once pointing to the victim. The second suspect (the driver) not contented of what his companion did to the victim, he rather dis-embarked also in the motorcycle and then, got his firearm, goes near to the victim and fired his unknown caliber of firearm two (2) times pointing to the victim. The two (2) suspects immediately left the place riding their motorcycle going towards Brgy Magkaya, Buenavista, Bohol.
3. The victim sustained fatal gunshot wounds to his head which causes to his instantaneous death as declared by the MHO DRA. MARIVIC CHUA. PNP responding team recovered from the crime scene five (5) pieces empty cartridges of caliber.45 pistol. Suspects of this incident are still to be identified, while elements of this station are still conducting follow-up operation and investigation for possible identification of the suspects. THAT AT MORE OR LESS 06;45 IN THE AFTERNOON OF FEBRUARY 12, 2017 A TRAFFIC ACCIDENT OCCURRED ALONG THE NATIONAL HIGHWAY IN BRGY POBLACION, BILAR, BOHOL INVOLVING A HONDA XRM MOTORCYCLE COLOR YELLOW BEARING PLATE NUMBER YW6947 WITH ENGINE NUMBER XRM110ME8013612 AND CHASSIS NUMBER XRM110-035-012512 OWNED AND REGISTERED IN THE NAME OF JENNIFER JUMOC AND A ISUZU TRUCK BUS BEARING PLATE NUMBER FHM331 WITH BODY NUMBER 12076 ENGINE NUMBER 6HE1-855649, CHASSIS NUMBER R06-20120001077-C OWNED AND REGISTERED TO SOUTHERN STAR BUS TRANSIT INC. INITIAL INVESTIGATION DISCLOSED THAT THE XRM MOTORCYCLE DRIVEN BY CRISOSTOMO TAC-AN Y POLINAR, 63 YEARS OLD, MARRIED, BRGY CHAIRMAN AND RESIDENT OF BRGY QUINOGUITAN, LOBOC, BOHOL WAS HEADING SOUTH GOING TO LOBOC TOWN WHILE THE TRUCK BUS WAS TRAVELLING HEADING NORTH BRIVEN BY ESAIAS ALIMPOLOS LABAJOS JR., 38 YEARS OLD, AND A RESIDENT OF NUEVA VIDA NORTE, CARMEN, BOHOL. UPON REACHING AT THE AFOREMENTIONED PLACE SAID VEHICLE AND MOTORCYCLE WAS ACCIDENTALLY BUMPED HEAD ON. YHE MOTORCYCLE STUCKED ON THE LEFT BUMPER OF THE TRUCK BUS WHILE THE DRIVER OF THE MOTORCYCLE WAS THROWN SEVERAL DISTANCE FROM HIS MOTORCYCLE AND AS A RESULT THEREOF THA LATTER SUSTAINED INJURIES ON THE DIFFERENT PARTS OF HIS BODY AND LYING UNCONSCIOUS SAME WAS IMMEDIATELY RESCUED BY THE BILAR RESCUE UBIT AND WAS TRANSPORTED ON BOARD THE MUNICIPAL AMBULANCE TO RAMIRO COMMUNITY HOSPITAL IN TAG BILARAN CITY. THE DRIVER OF THE BUS TRUCK IMMEDIATELY SURRENDERED TO THIS OFFICE AND WAS TAKEN TO MHO BILAR FOR MEDICAL EXAMINATION BUT UNFORTUNATELY THE HEALTH OFFICER WAS NOT AROUND SAME WAS TAKEN BACK TO THIS OFFICE FOR DOCUMENTATION AND FOR PROPER DISPOSITION. THE TRUCK BUS WAS ALSO IN BROUGHT TO THIS STATION AND ALSO WITH THE MOTORCYCLE FOR EVIDENCIARY PURPOSE. FURTHER, IN A FOLLOW UP INVESTIGATION CONDUCTED BY THIS STATION, IT REVEALED THAT THE DRIVER OF THE MOTORCYCLE WAS DECLARED DEAD ON ARRIVAL BY THE ATTENDING PHYSICIAN. A CASE FOR RECKLESS IMPRUDENCE RESULTING IN HOMICIDE WERE PREPARED FOR FILING AGAINST THE DRIVER OFFENDER. PROGRESS REPORT FOLLOWS.

On February 8, 2017 at 1830H, elements of PDEA-Bohol led by IA3 Ferdenand A Kintanar conducted a buy-bust operation at Gallares St., Poblacion II, Tagbilaran City, Bohol which resulted in the arrest of Michael Naquila alias Opaw; Ariel Diez Abanto; Jovanni Laquarin Seloterio; and Policarpo Ocoy Jagunos (Barangay Employee). Bought from Michael Naquila alias Opaw was one (1) piece heat sealed transparent plastic sachet containing white crystalline substance believed to be shabu, with an estimated weight of MOL 0.5 gram and with DDB value of Php1,000.00. Confiscated from Michael Naquila were four (4) pieces heat-sealed transparent plastic sachet containing white crystalline substance believed to be shabu, with an estimated weight of MOL 2 grams and with DDB value of Php4,000.00, two (2) pieces five hundred peso bill (Php1,000.00) with serial numbers LB885427 and PR724260; one (1) piece coin purse; and one (1) piece black Cherry mobile cellular phone. Confiscated from Jovanni Laquarin Seloterio were one (1) piece heat-sealed transparent plastic sachet containing white crystalline substance believed to be shabu, with an estimated weight of MOL 0.05 gram and with DDB value of Php500.00; ten (10) pieces rolled tin foil; one (1) piece improvised plastic scoop; one (1) piece big rolled tin foil; four (4) pieces disposable lighters; one (1) piece ballpen; two (2) pieces scissors; and one (1) unit My Phone cellular phone. Confiscated from Ariel Diez Abanto were one (1) piece folded aluminum tin foil with melted suspected shabu; one (1) piece rolled aluminum tin foil; and one (1) piece disposable lighter. Confiscated from Policarpo Ocoy Jagunos were one (1) piece heat-sealed transparent plastic sachet containing white crystalline substance believed to be shabu, with an estimated weight of MOL 0.05 gram and with DDB value of Php500.00; and one (1) piece plastic container. Cases for violation of Sec. 5, 11, 12 and 15, Art. II of RA9165 are being prepared for filing in court against the suspects. Progress report to follow.

TRICYCLE NGA MISALIRING PAINGON SA BUS SA SOUTHERN STAR DRIVER NALIGSAN PATAY.

SPOT REPORT ON RECKLESS IMPRUDENCE RESULTING TO HOMICIDE. That on or about 6:59 o’clock in the evening of February 08, 2017 a telephone call was received by this office informing that a motor vehicular traffic accident was transpired along H Zamora Street, Sitio Lanao, Dao District Tagbilaran City. Verification and investigation at the area revealed that the following vehicles involved to wit; Vehicle 1- One Mitsubishi Pick Up with plate number GAF 672 and driven by Exuperio Malate y Uyag, 50 years old, married, resident of Lumayag Village Dampas District Tagbilaran City holder of Professional Drivers License number G0302059862 dated 09/22/2016. Vehicle 2- One Honda XRM motorcycle with side car bearing plate number GA 49977 and driven by Edwin Dalmao y Torrifiel, 45 years old, single, resident of Sitio Lanao, Dao District Tagbilaran City. Vehicle 3- Southern Star Bus with body number 12170, plate number AAY 5608 and driven by Ernesto Libranza y Leones 47 years old, married, resident of Brgy. Cantambis Baslay, Loon Bohol holder of Professional Drivers License Number G03-92-023333 to expire on 2018-08-04. That on the above time and date of accident V1 was travelling along H. Zamora Street heading to Tagbilaran Integrated Bus Terminal and upon reaching near Glory Evangelical Holiness Church collided with V2 who was travelling in opposite direction. As a result V2 swerved at the center of the road and unfortunately collided to V3 who was travelling on the same road towards IBT. V2 driver sustained severe head injury after he was hit by the rear left wheel of V3 which resulted to his instantaneous death. Driver of V1 and V3 were arrested after the accident for the crime cited above. Any development, progress report will follow.

I want to call attention to the people of the Philippines, so we can show our discontent to Ceres bus lines. and have our elected officials take action so no more lives be ended needlessly by the Ceres Bus lines.
I am Mark Wilkins, involved in the fatal bus accident in Dampas District on February 1, that has been in the news, radio, and papers. We were overran and sideswiped on our motorbike, by the big yellow bus. Rose did not make it, died instantly as the bus ran over her.
Please forward this and share after you read. We need to expand the awareness of the reckless bus lines. We all have seen how they drive and handle themselves on the road.
I will ask to meet with the Honorable Governor Edgar Chatto, who I previously met at an dinner engagement. He is also the chairperson of the Emergency response medical team. This team , TARSIER, did an incredible job trying to save Rose and helping me. They were fast, professional and empathetic. I have great respect for TARSIER.
