𝐒𝐌𝐈–𝐍𝐂𝐈𝐏 𝐂𝐎𝐌𝐌𝐔𝐍𝐈𝐓𝐘 𝐏𝐀𝐑𝐓𝐍𝐄𝐑𝐒𝐇𝐈𝐏 𝐎𝐔𝐓𝐑𝐄𝐀𝐂𝐇 𝐀𝐂𝐓𝐈𝐕𝐈𝐓𝐘 | September 4, 2026

As part of the continuing implementation and compliance with its commitments under the Memorandum of Agreement (MOA) with the Blaan Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs), the National Commission on Indigenous Peoples (NCIP) – Davao del Sur, in partnership with Sagittarius Mines, Inc. (SMI) and in coordination with the Blaan ICCs/IPs leadership, conducted a Community Outreach Activity on September 4, 2026.

The activity aimed to translate SMI’s MOA commitments into meaningful and responsive assistance for the Blaan ICCs/IPs, particularly supporting the needs of students, senior citizens, and the community health sector.

🎒 Students received slippers, school supplies, and hygiene kits to help support their educational needs and promote proper health and personal hygiene.

🌾 Senior citizens were provided with rice and vitamins to help support their nutritional and health needs.

💊 Essential medicines were also turned over to the Barangay Health Station to augment available medical supplies and strengthen basic healthcare services for the community.

The activity demonstrates the value of strong partnership and coordination among NCIP, SMI, and the Blaan ICCs/IPs leadership in ensuring that MOA commitments are properly implemented and translated into tangible benefits for the Indigenous Peoples community.

Through continued collaboration, NCIP and its partners remain committed to promoting the rights, welfare, and sustainable development of ICCs/IPs, while ensuring that development initiatives contribute meaningfully to the well-being of Indigenous Peoples.

Barangay Labon, Sulop, Davao del Sur

On September 3, 2026, the validation of the Tribal Council members was conducted at Barangay Labon, Municipality of Sulop, Davao del Sur, led by Mhaya Niñal, Head of the Community Service Center (CSC) Malalag.

The activity was attended by Municipal Chieftain/IPMR Bae Vilma Escasinas and witnessed by Kagawad Crisostomo Tagip, representing the Barangay Local Government Unit of Labon.

The validated Tribal Council is headed by Chieftain Bae Emma Oculares, a member of the Bagobo-Tagabawa Tribe. The activity formally documented and affirmed the composition and leadership of the Tribal Council, strengthening its role in representing and advancing the interests of the Indigenous Peoples community.

📍 Kiblawan Municipal Tribal Hall, Municipality of Kiblawan, Davao del Sur

The NCIP Community Service Center (CSC) Malalag conducted the revisiting and validation of the crafted Barangay Local Guidelines for the Selection of the Indigenous Peoples Mandatory Representative (IPMR) to the Barangay Legislative Council among the five (5) combined barangays of Bagong Negro’s, San Isidro, New Sibonga, Kibongbong, and Manual, Municipality of Kiblawan.

The activity was attended by the respective Barangay Tribal Council members, with the guidance of IPS Head Fulong Joseph Saman and Municipal IPMR Fulong Rufino Dianga.

The activity was facilitated by OIC Community Service Center Head Mhaya B. Niñal of Malalag, under the supervision of Provincial Legal Officer Atty. Belner Padawag.

The discussions focused on key provisions of the guidelines, particularly the qualifications of nominees and selectors, as well as the term of office. After thorough deliberations, the Tribal Councils agreed to include a provision allowing a maximum of three (3) consecutive terms.

Following the discussions and validation, the amended Barangay Local Guidelines were formally approved and signed by the respective Barangay Tribal Councils, marking another step toward strengthening the participation and representation of Indigenous Peoples in local governance.

🤝 Through meaningful consultation, collective decision-making, and respect for Indigenous Peoples’ customary processes, NCIP continues to support empowered IP communities and meaningful IP representation in governance.

September 1, 2026 | Malungon Elementary School, Magsaysay, Davao del Sur

The NCIP Davao del Sur Provincial Office conducted a school supplies distribution through its Tabang Pa-Eskwela Program, benefiting a total of 90 learners from Day Care to Grade 6 of Malungon Elementary School.

This initiative aims to provide meaningful support to Indigenous Peoples (IP) learners and help them prepare for their educational journey with the basic school supplies they need.

Special thanks and appreciation to our compliant proponents within the Ancestral Domain in Davao del Sur for fulfilling their commitment under the Memorandum of Agreement (MOA) by providing school supplies and financial support for the implementation of the Tabang Pa-Eskwela Program. Your continued partnership helps make education more accessible and meaningful for our IP learners.

The activity was attended and assisted by Barangay Captain Helberto H. Quillobe, School Principal Nestor S. Gattoc, Municipal IPMR Bai Norma Adlawan, members of the Barangay Tribal Council, and Regional IP Youth Federation President Reyjim Betillones.

Through strong partnerships and collective efforts, we continue to Tabang Pa-Eskwela, empower learners, and build brighter futures for our Indigenous communities.

The National Commission on Indigenous Peoples (NCIP) Provincial Office conducted an Orientation on the NCIP Educational Assistance Program Guidelines with EAP, MBSP, and EAP-Pamana Grantees, aimed at strengthening beneficiaries’ understanding of the program, its guidelines, and the support provided to Indigenous Peoples (IPs) in pursuing their education.

The activity was facilitated by Ruperto L. Desabilla Jr., CAO I, Provincial Educational Assistance Program Focal, and attended by Jennifer Manial, NCIP Regional EAP Focal, who provided valuable guidance and support to the beneficiaries.

Also sharing his message was NCIP Provincial Officer Indalesio L. Diano, who encouraged the beneficiaries to value the opportunity provided through the educational assistance program and to remain committed to their studies and aspirations.

Adding an important dimension to the activity, Atty. Belner Padawag- NCIp Provincial Legal Officer, presented and provided an orientation on the Indigenous Peoples’ Rights Act (IPRA), emphasizing the rights, protections, and privileges of Indigenous Peoples. The discussion highlighted the importance of knowing and understanding one’s rights, especially as the primary beneficiaries of the NCIP’s educational assistance are Indigenous Peoples (IPs).

Through this activity, NCIP continues to empower IP learners not only by providing educational support but also by promoting awareness of their rights, responsibilities, and opportunities.

The Provincial Health Office (PHO) of Davao del Sur conducted a two-day Data Gathering and Planning Activity for the formulation of the Ancestral Domain Investment Plan for Health (ADIPH) for the ancestral domain communities of Barangays Colonsabac and Dungan Pekong, Municipality of Matanao.

The activity brought together the Municipal Tribal Chieftain, Municipal IP Mandatory Representative (IPMR), Tribal Chieftains, Barangay Councils, IP Barangay Health Workers (IPBHWs), Barangay Nutrition Scholars (BNS), IP Women representatives, and Barangay IPMRs, whose active participation provided valuable community-based perspectives in identifying the health needs and priorities of their communities.

Participants were oriented on the purpose and importance of ADIPH and its role in ensuring that health programs and interventions are responsive, inclusive, and culturally appropriate for Indigenous Peoples. The Municipal Health Office of Matanao, headed by Dra. Alma Geral, Municipal Health Officer, together with its Human Resources for Health, presented relevant health data, existing services, health indicators, gaps, and challenges affecting the two barangays.

Through participatory discussions, stakeholders identified major health concerns and formulated priority interventions for possible integration into the ADIPH. The planning process was further guided by the Eight-Point Priority Health Agenda, presented by Salvacion Rodriguez, RN, DMO V, to ensure alignment with broader health priorities.

The activity served as a meaningful platform for community participation, evidence-based planning, and convergence among the Provincial Health Office, Municipal Health Office, IP leaders, barangay officials, and community health workers.

The health priorities and information gathered will serve as a basis for developing a responsive, inclusive, and culturally appropriate ADIPH, ultimately supporting improved access to quality, equitable, and culturally responsive health services for Indigenous Peoples within their ancestral domain.
