The Nigerian Content Development and Monitoring Board (NCDMB) held the 10th anniversary and prize-giving ceremony of its Annual National Undergraduate Essay Competition earlier today at the Nigerian Content Tower Conference Centre, Yenagoa, Bayelsa State.

The 2026 competition, themed “Promoting Manufacturing for Sustainable Local Content Development,” which received over 3,000 entries reinforces the Board’s commitment to youth capacity development, academic excellence and local content consciousness.

The General Manager, Corporate Communications, Dr. Obinna Ezeobi, who represented the Executive Secretary, Engr. Felix Ogbe, FNSE, at the event in his keynote address reaffirmed the Board’s commitment to education and the intellectual development of young Nigerians.
He noted that sustaining the competition for a decade reflects NCDMB’s investment in capacity building and its mandate to deepen local content development. He added that the initiative encourages undergraduates to develop innovative, research-driven solutions to challenges facing local manufacturing while nurturing a new generation of Nigerian Content champions.

The Director, Monitoring and Evaluation, NCDMB, Esueme Dan Kikile, Esq., in his goodwill message commended the Board for sustaining the initiative, emphasising the importance of collaboration between academia and industry in discovering, developing and preparing young talents for meaningful contributions to the Nigerian economy.

1st Prize - Fabunmi Wisdom David, a 200 Level Physiotherapy student of the University of Ilorin emerged winner, receiving ₦1 million naira.

2nd Prize - Enogieru Joy Oghogho, a 100 level Doctor of Optometry student of the University of Benin came second with ₦700,000.

3rd Prize - Ahmadu Kodan Yusuf, a 100Level Law student of Ahmadu Bello University, Zaria, came third with ₦500,000.

All three winners, alongside the other top-five finalists, received laptops, while the top 10 finalists received 100,000 each.

In his vote of thanks, the Manager, Government Relations, NCDMB, Mr. Teddy Bai congratulated all finalists and winners, encouraging them to pursue excellence and serve as ambassadors of Nigerian Content.

The Nigerian Content Development and Monitoring Board (NCDMB) yesterday convened a Stakeholders Deliberative Meeting on In-Country Manufacturing Capability in Lagos State.

Themed “A Strategic Framework for Domiciling Equipment & Component Manufacturing in Nigeria’s Oil and Gas Sector,” brought together representatives of the NCDMB, the Nigerian Content Consultative Forum (NCCF), the Manufacturing Sectorial Working Group, and indigenous manufacturing companies to discuss strategies for strengthening local manufacturing capacity.

The meeting reaffirms NCDMB’s commitment to promoting in-country manufacturing, building local capacity, and achieving the 70% Nigerian Content target by 2027, as outlined in its 10-Year Strategic Roadmap.

Following the outcome of the Board’s report on Capacity Development for the In-Country Manufacturing of Pumps, Valves, Flanges, Gaskets, Bolts and Nuts, Metering Solutions, and Instrument Fittings, the Nigerian Content Development and Monitoring Board (NCDMB) yesterday engaged industry stakeholders in Port Harcourt, Rivers State, to deliberate on strategies for implementing the report and its recommendations.

Engr. Felix Omatsola Ogbe, Executive Secretary NCDMB, was ably represented by Mr. Olugbenga Sheba, General Manager, Infrastructure & Enterprise Development, Capacity Building Directorate who delivered the keynote address.

While delivering his address, Engr. Ogbe said, “Today marks a significant milestone in our collective journey toward deepening local capacity, fostering industrialisation, and maximising value retention within the Nigerian oil and gas industry. We are gathered here today to formally commence the implementation phase of our Study Report on Capacity Development for In-Country Manufacturing. This report represents months of rigorous research, data collection, analytical evaluation, and broader stakeholder engagement aimed at identifying existing capacity gaps, structural bottlenecks, and untapped opportunities within our industry value chain.”

Speaking further, he said, “Our mandate at the Nigerian Content Development and Monitoring Board is to transform our oil and gas sector from an enclave economy reliant on foreign expertise into an inclusive, locally driven engine of national growth. As we transition into implementing the recommendations of the Study Report, we remain resolute in upholding these statutory mandates to ensure that indigenous companies are given every opportunity to thrive.

“Today’s rollout is not an isolated initiative; it is an integral pillar of our NCDMB 10-Year Strategic Roadmap, which targets achieving 70% Nigerian Content by 2027.
“The implementation of this Study Report requires total buy-in and active collaboration across all tiers of the industry. On our part, the NCDMB will continue to act not just as a regulator but as a business enabler, streamlining approval processes, facilitating access to market opportunities, and providing the necessary support frameworks for indigenous growth.

The Nigerian Content Development and Monitoring Board (NCDMB), in partnership with Heritage Energy Operational Services Limited (HEOSL) and Global Ocean Engineers Nigeria Limited, yesterday held the official kick-off ceremony of the Human Capacity Development (HCD) Training Programme under the Field Readiness Training Initiative in Port Harcourt, Rivers State.

The programme focuses on Subsea Engineering and is designed to develop specialised technical skills among 48 young Nigerians.

The Executive Secretary of NCDMB, Engr. Felix Omatsola Ogbe, FNSE, was represented by Alexis Emelle, General Manager, Capacity Building Division, NCDMB, who delivered the keynote address. He emphasised that Subsea Engineering requires precision, discipline and accountability, noting that the practical experience gained during the programme would be essential for the safe, efficient, reliable and environmentally responsible operation of modern oil and gas facilities.

He noted that the ultimate objective extended beyond obtaining certificates or completing a curriculum. Rather, the programme was expected to produce competent professionals capable of making meaningful contributions to the oil and gas industry and justifying the confidence placed in them. He also reaffirmed NCDMB’s mandate to build Nigerian capacity and expand indigenous participation in the oil and gas sector, describing the initiative as a reflection of the shared commitment between the Board and HEOSL to developing the skilled workforce required to sustain the industry’s future. The Executive Secretary expressed appreciation to HEOSL for its continued partnership and investment in human capital development and wished the trainees a productive and rewarding training experience.

The ceremony marked an important step towards strengthening indigenous technical capacity, expanding opportunities for young Nigerians and developing a skilled workforce capable of supporting the growth and sustainability of Nigeria’s oil and gas industry, particularly in the specialised field of Subsea Engineering.

The Nigerian Content Development and Monitoring Board (NCDMB) and Dangote Petroleum Refinery and Petrochemicals, today held a Joint Technical Committee retreat in Lekki, Lagos, to strengthen Nigerian content development across the oil and gas value chain. Themed “Beyond Compliance: Partnering for Sustainable Nigerian Content Development,” the retreat brought together senior officials of NCDMB, Dangote and representatives of key government regulatory agencies to explore strategies for strengthening local capacity, promoting indigenous participation and sustaining Nigeria’s refining industry.

TA to the Executive Secretary NCDMB, Engr. Austin Ozoka emphasised the need to move beyond regulatory compliance towards sustainable local capacity development, highlighting credible supply chains, indigenous ownership of technology and maintenance capabilities, and access to affordable and timely financing as critical priorities. He stressed that maintaining Nigeria’s refining infrastructure was as important as constructing it, urging stakeholders to strengthen local expertise and support the development of future refineries. Similarly, Dangote Group’s Vice President, Oil and Gas and Fertiliser, Dr. Edwin, reaffirmed the Group’s commitment to local manufacturing, industrial development and economic self-reliance, noting that the philosophy of the Group’s President, Aliko Dangote, is rooted in producing locally what Nigeria and Africa would otherwise import. He called for greater investment in domestic production to retain jobs, grow GDP and strengthen the continent’s industrial capacity.

As part of the retreat’s key outcomes, the Joint Technical Committee presented a draft Service Level Agreement (SLA) to Dangote management for review ahead of the Committee’s fourth-quarter meeting scheduled for December 2026, when final adjustments will be made. The Managing Director’s representative at the Dangote Industries Free Zone Development Company, Mrs. Charity Idachaba, commended the Committee for aligning policy objectives with operational realities and called for actionable outcomes. The engagement reinforces the commitment of NCDMB and Dangote to strengthening collaboration between regulators and industry, promoting indigenous participation, and advancing a sustainable Nigerian oil and gas industry that delivers greater economic value through local expertise, technology and industrial development.

The Nigerian Content Development and Monitoring Board (NCDMB) on Thursday at Awka hosted a capacity building workshop for media stakeholders in Anambra State, the first edition in the south eastern region of the country.

The workshop was attended by NCDMB’s Director Planning Research and Statistics, Mr. Omomehin Ajimijaye and the General Manager Zonal Coordination, Mr. Ifeanyi Ukoha.

Other key officials included the Senior Manager Zonal Coordination, Mr. Adebayo Joseph, the Zonal Coordinator Imo/Abia Zonal Office, Dr. Emmanuel Ohanyere and Deputy Manager, Monitoring and Evaluation, Engr Emmanuel Umeanya, among other personnel.

The Anambra State Government was represented by the Commissioner Information and Value Orientation, Dr Law Mefor and the Special Adviser on Youths Reorientation, Dr. Nelson Omenugha.

Delivering the welcome address, General Manager Corporate Communications NCDMB, Dr. Obinna Ezeobi underlined the support of the Executive Secretary, Engr Felix Omatsola Ogbe to the hosting of the event, which underscored the importance of media and communication to the success of Nigerian content implementation.

He indicated that the workshop was convened as part of the Board’s stakeholder engagement initiatives to sensitize key publics in Anambra State on NCDMB’s mandate, programmes and opportunities available from the implementation of the Nigerian Oil and Gas Industry Content Development (NOGICD) Act.

The event was also organised, he said, to enhance the capacities of media professionals in the state, especially as it relates to local content and the oil and gas reportage.

He charged journalists in Anambra State to effectively cover local content activities and the oil and gas industry, to enable residents in the region to benefit maximally from opportunities in the sector.

The media should also hold oil and gas operators accountable for compliance with Nigerian content requirements, he said.

In his presentation, the Director Planning Research and Statistics, Mr. Omomehin Ajimijaye confirmed that NCDMB has held several engagement sessions with key stakeholders including the judiciary, immigration agencies and other players in the national economy.

He clarified that NCDMB’s operations was focused on any particular region, advising individuals from the South East to participate actively in oil and gas activities.

He further encouraged young persons and companies from the state to register on the NOQIC JQS portal, to stand the chance of benefiting from the capacity building and employment opportunities form the Nigerian content operations.

Mr Ajimijaye highlighted the various achievements of NCDMB, which positioned the Board to win consecutive awards as the best agency in transparency and efficiency by the Presidential Environment Enabling Business Council (PEBEC).

The workshop drew participants from various media organizations and two plenary sessions at the programme focused on community content and evolving trends journalism and strategies for enhancing professional excellence in a digital age.

NCDMB Pushes for Greater Access to Assets to Boost Indigenous Participation in Energy Sector

The Nigerian Content Development and Monitoring Board (NCDMB) has called on indigenous oil and gas companies to strengthen their capacity and competitiveness in order to thrive in international markets. It identified access to assets, financing, technology, and markets as critical drivers of sustainable growth.

Speaking at the 2026 Energy Conference of the Association of Energy Correspondents of Nigeria (NAEC), held on October 8 at Eko Hotel and Suites, Lagos, the Board’s General Manager of Corporate Communications, Dr. Obinna Ezeobi, made the appeal while representing the NCDMB.

He highlighted that the conference theme, “Access to Assets: Empowering Players and Driving Growth,” resonates with the objectives of the Nigerian Oil and Gas Industry Content Development (NOGICD) Act, which is designed to create meaningful opportunities for Nigerians to participate and excel in the industry.

He emphasized that the Nigerian Content 10-Year Strategic Roadmap, launched in 2017, is built on five core pillars and four enabling factors, with the ambitious goal of raising local content participation to 70 percent by 2027. The roadmap also seeks to expand access to critical assets for skilled Nigerian professionals while strengthening the capacity and competitiveness of indigenous operating and service companies.

Dr. Ezeobi highlighted several of NCDMB’s flagship interventions that have enabled Nigerian companies to build capacity, secure financing, and gain greater access to opportunities across the oil and gas value chain. Chief among these is the Nigerian Content Intervention Fund (NCI Fund).

He noted that over 130 indigenous companies have accessed more than US$400 million through the Fund, which is domiciled with the Bank of Industry and NEXIM Bank. He also referenced Project 100, an initiative designed to support high-potential indigenous companies through capacity development, market access, financial linkages, and tailored business support.

Other key programmes include the Nigerian Content Equipment Certification (NCEC), the Nigerian Oil and Gas Parks Scheme (NOGaPS), and vendor development initiatives—all aimed at deepening local participation and strengthening the competitiveness of Nigerian firms.

Dr. Ezeobi further explained that the Board is facilitating partnerships between Nigerian and foreign companies, while promoting regional collaboration to help local businesses expand beyond national borders. He expressed satisfaction that Nigerian content in the oil and gas industry has grown from just 5 percent in 2010 to 61 percent after 16 years of implementing the Nigerian Content Act. He stressed, however, that the next phase must focus on equipping indigenous companies with the skills, technology, and business systems required to compete globally.

In his welcome address, NAEC Chairman Ugo Amadi called for expanded opportunities for indigenous companies to acquire and develop oil and gas assets, identifying high entry costs, funding constraints, and lengthy approval processes as major barriers.

PETAN Chairman, Engr. Wole Ogunsanya, underscored the need for consolidation and stronger collaboration among indigenous oilfield service companies, enabling them to pool technical capabilities and execute larger projects.

Conference Chairman and Group Managing Director of Sahara Power Enterprise Group, Mr. Kola Adesina represented by Head of Corporate Communications, Bethel Obioma emphasized that access must extend beyond ownership to include capital, partnerships, markets, technology, and opportunities. He remarked that “access is actually much greater and more important than assets,” noting that every transformational journey begins with access to ideas, mentors, capital, and partnerships before physical assets.

Minister of State for Petroleum Resources (Gas), Rt. Hon. Obongemem Ekperikpe Ekpo represented by Senior Technical Adviser, Engr. Abel Nsa stressed that Nigeria must move beyond mere ownership of its vast gas resources to their development, financing, and conversion into sustainable economic value. He explained that the Federal Government’s Decade of Gas initiative seeks to transform Nigeria from a resource-rich nation into one that leverages gas for industrialisation, power generation, transportation, manufacturing, fertilizer production, LPG adoption, and other productive uses that drive economic growth.

NCDMB, Renaissance Train 60 Nigerians in Critical Oil and Gas Technical Skills

The Nigerian Content Development and Monitoring Board (NCDMB), in collaboration with Renaissance Africa Energy Company Limited, has launched a 12month training program at Nigeria Machine Tools Limited, Osogbo, Osun State. The initiative will equip 60 young Nigerians with specialized expertise in oil and gas engineering as well as other critical technical skills, fostering a new generation of industry-ready professionals.

The programme is on the back of the Nigerian Content Human Capacity Development (NC HCD) Training Programme for Renaissance Africa Energy Company Limited’s EPU Phase 2 Gas Development Project. It is designed to equip participants with advanced technical expertise. The curriculum spans engineering design, fitter machining, conventional machine tool operations, programming, computer-aided design (CAD), computer-aided manufacturing (CAM), electrical and mechanical maintenance, and document control.

Structured over 12 months, the programme combines six months of intensive classroom instruction with six months of supervised on-the-job training in reputable companies. Graduates are expected to earn internationally recognized certifications upon completion.

At the official launch held at Nigeria Machine Tools Limited, Osogbo, Osun State, NCDMB’s Director of Capacity Building, Engr. Abayomi Bamidele, reaffirmed the Board’s commitment to bridging critical technical skills gaps in Nigeria’s oil and gas industry.

Represented by Mr. Tare Bufazi, Assistant Manager, Human Capacity Development, Bamidele described the initiative as a strategic intervention to address manpower shortages and prepare Nigerians for meaningful participation across the oil and gas value chain.

“The importance of this programme cannot be overstated,” he noted, revealing that the 60 trainees—comprising 33 graduates and 27 vocational trainees—would undergo specialized training tailored to industry needs. He emphasized that NCDMB’s mission extends beyond promoting local participation to building the technical capabilities required to sustain the sector. Human capacity development, he stressed, is central to strengthening local content, creating opportunities, and advancing the Federal Government’s industrialization agenda.

Bamidele urged participants to approach the programme with discipline and commitment, highlighting that it offers more than certificates—it builds practical competence and professional experience for long-term careers. He also acknowledged the contributions of Renaissance Africa Energy Company Limited, Seflam SGL, and Nigeria Machine Tools, whose collaboration made the initiative possible.

Speaking on behalf of Renaissance Africa Energy Company Limited, Mr. Richard Oyiborhor, Interface and Integration Manager for the NLNG Supply Project, reiterated the company’s dedication to nurturing Nigerian talent and strengthening local capabilities. He commended NCDMB’s leadership in advancing Nigerian content and praised the partnership with Seflam SGL and Nigeria Machine Tools as a vital step in developing the nation’s industrial workforce.

Mrs. Bisola Agboluaje, Senior Manager, Business Interface at Seflam SGL, congratulated the trainees and traced the programme’s origins to 2024, when NCDMB approved the training plans. She described the initiative as a forward-looking investment in Nigeria’s technical talent pool.

Nigeria Machine Tools’ Chief Operating Officer, Ms. Obehi Ojeagha, welcomed the participants and lauded the collaboration. She emphasized the institution’s 46-year legacy in supporting Nigeria’s industrial development and expressed confidence that the trainees would acquire the skills, discipline, and experience needed to contribute meaningfully to the oil and gas sector.
