The Nigerian National Petroleum Company Limited (NNPC), Shell Nigeria Exploration and Production Company Limited (SNEPCo), and the Nigerian Content Development and Monitoring Board (NCDMB), in collaboration with co-venture partners ExxonMobil and Nigerian Agip Exploration Limited, have officially commissioned the Geosciences Centre of Excellence at the University of Lagos (UNILAG). Engr. Abayomi Bamidele, Director Capacity Building NCDMB, represented the Executive Secretary, Engr. Felix Omatsola Ogbe FNSE at the event.

The newly commissioned Centre represents a landmark investment in Nigeria’s educational and technical capacity, designed to promote academic excellence, research, and innovation within the geosciences and energy sectors. As the first facility of its kind in the country, the Centre aims to reduce reliance on international facilities for training, testing, and research, while strengthening Nigeria’s local expertise.

Speaking during the commissioning ceremony, the Managing Director of Shell Nigeria Exploration and Production Company Limited highlighted that the Centre reflects a shared commitment to expanding access to quality education and building a future where Nigerian universities consistently produce graduates who excel both locally and globally.

The Geosciences Centre of Excellence is a five-level facility designed with state-of-the-art infrastructure to support learning and research. The semi-basement features a 250-seat auditorium, while the ground floor houses geoscience and instrumentation laboratories, a rock preparation workshop, and collaborative spaces for students, lecturers, and researchers.

The first floor hosts specialized laboratories dedicated to hydrogeology, mineralogy, environmental geology, and sedimentary sciences, alongside lecture rooms and administrative offices. The second floor is equipped with advanced research facilities, including a modern library, seismic interpretation room, seminar rooms, and offices to support academic and professional development.

The Centre is expected to serve as a national hub for geoscience education, research, and innovation, strengthening Nigeria’s technical capacity within the energy sector and supporting sustainable development.

The University of Lagos leadership expressed appreciation to all partners for their collaboration and commitment to advancing academic infrastructure and empowering future generations of professionals.

The Nigerian Content Development and Monitoring Board (NCDMB) today hosted the first-quarter 2026 edition of its Book Reading Programme, featuring Leading in a Storm by Dr. Dakuku Peterside at the Nigerian Content Tower in Yenagoa Bayelsa State.

In his welcome remarks, the Executive Secretary, NCDMB, Engr. Felix Omatsola Ogbe (FNSE, FIPS), represented by the General Manager, Corporate Communications, Dr. Obinna Ezeobi, said the book reading initiative underscores the Board’s commitment to creativity and capacity development, both central to its mandate in Nigeria’s oil and gas industry. He noted that the session was designed to expose participants to practical leadership insights applicable within and beyond the workplace.

The book conversation, moderated by Mr. Victor Binawari, featured the author, who explained that the work was inspired by his experiences in public service, including his tenure in the National Assembly and as Director-General of the Nigerian Maritime Administration and Safety Agency (NIMASA), as well as lessons from the COVID-19 pandemic. He emphasized that effective leadership in times of crisis requires adaptability, clarity and resilience, distinguishing crisis leadership from crisis management, which he said often relies on established procedures.

Dr. Peterside outlined a seven-point crisis leadership framework: contextual intelligence, emotional regulation, sense-making, agile decision-making, communication, coordination and teamwork, and continuous learning during and after crises. He noted that leaders are ultimately defined by their actions in challenging moments, rather than in periods of stability.

The event featured an interactive question-and-answer session and drew participants from the Association of Nigerian Authors (Bayelsa Chapter), the Nigerian Institute of Public Relations, journalists and media organizations, student groups and literary enthusiasts.

The NCDMB Book Reading Programme remains a flagship platform for knowledge exchange, reinforcing the Board’s role as a leader in capacity development and thought leadership within the sector.

The Nigerian Content Development and Monitoring Board (NCDMB) today held the close-out and graduation ceremony for trainees of the NDI Digitization Training Programme for the South-South Geo-Political Zone in Bayelsa State, Nigeria.

The NDI Training, an initiative of the NCDMB, spanned eight weeks and focused on digital skills development, impacting 180 youths across the six geopolitical zones of the country.

Dr. Abdumalik Halilu, Director Corporate Services of the NCDMB, led other staff of the Board to the ceremony and presented certificates to the graduating trainees.

Participants at the ceremony expressed profound appreciation to the Nigerian Content Development and Monitoring Board for the opportunity, noting that the training significantly improved their digital literacy and technical competencies. Many of the graduates shared that they acquired new skills in computer science fundamentals, gained practical knowledge on how to run and manage businesses effectively, and improved their communication abilities. They also highlighted enhanced understanding of customer relations and professional engagement, which they described as essential for workplace readiness and entrepreneurship. Overall, the trainees commended the programme for broadening their knowledge base and equipping them with relevant skills for personal and professional growth.

The Board reaffirmed its commitment to youth empowerment and capacity building, emphasizing that the NDI Digitization Training Programme is part of its broader mandate to strengthen local content development through human capital investment. It further noted that similar initiatives will continue to be expanded across other regions to ensure more Nigerian youths are equipped with relevant digital and entrepreneurial skills needed to compete in the evolving global economy.

Earlier today, the Executive Secretary of the Nigerian Content Development and Monitoring Board (NCDMB), Engr. Felix Omatsola Ogbe (FNSE, FIPS), attended the groundbreaking ceremony of the 200 MMSCFD Southfield Petroleum Limited (SPL) Utorugu Gas Processing Plant in Iwherekan, Ughelli, Delta State. The project, a partnership with Southfield Petroleum Limited, aligns with the Federal Government’s Decade of Gas initiative and is expected to boost LPG supply, support cleaner energy adoption, and deepen Nigerian content through local capacity utilization.

Represented by the Director, Corporate Services, NCDMB, Dr. Abdulmalik Halilu, the Executive Secretary noted that NCDMB’s equity participation reflects its commitment to job creation, technology transfer, and industrial growth, while expressing confidence in the safe and timely delivery of the project. The SPL Chairman, Dr. Patrick Ndiomu, highlighted that the plant will supply up to 20% of Nigeria’s LPG needs. Meanwhile, the Honourable Minister of State for Petroleum Resources (Oil), Sen. Heineken Lokpobiri, described the project as transformative and urged host communities, as key beneficiaries, to take ownership.

Engr. Raphael Chinda, representing the Honourable Minister of State for Petroleum Resources (Gas), Hon. Ekperikpe Ekpo, Ph.D., commended the Board’s commitment to translating policy into high-impact investments that benefit the economy and citizens. He also praised Southfield Petroleum Limited for the initiative, acknowledged the continued leadership of NCDMB, and reaffirmed the Federal Government’s strong support for projects that drive Nigeria’s gas development agenda.

The Nigerian Content Development and Monitoring Board (NCDMB) participated in the close out ceremony of the Chevron Nigeria Limited Unit 60 PSA Absorbent Material Purchase Human Capital Development (NC-HCD) Programme, held in Port Harcourt, Rivers State.

Representing the Executive Secretary of NCDMB, Engr. Felix Omatsola Ogbe, the Assistant Manager, Human Capacity Development (HCD), Mr. Sulaiman Amolegbe, delivered remarks highlighting the significance of the occasion. He noted that the event marked not merely the conclusion of a programme, but the realization of a strategic vision and a testament to the transformative impact of NCDMB’s project-based human capital development initiatives. From an initial pool of nine candidates shortlisted through the Nigerian Oil and Gas Industry Content Joint Qualification System (NOGIC JQS) portal, three outstanding young Nigerians successfully emerged.

Addressing the beneficiaries, Mr. Amolegbe described them as the centerpiece of the programme, commending their discipline, resilience, and determination. He emphasized that the opportunity represented a meaningful investment in their future and reminded them of the responsibility that comes with such privilege, noting that much is expected from those to whom much is given.

In his remarks, the representative of Chevron Nigeria Limited, Mr. Abimbola Olujide, stated that the programme underscores Chevron’s commitment to the Nigerian Oil and Gas Industry Content (NOGIC) Act. He expressed appreciation to the Executive Secretary of NCDMB for his steadfast support and dedication to excellence, and also commended PM4Success for their professionalism throughout the training process.

Mr. Olujide further praised the trainees for their exemplary conduct during the programme and reaffirmed Chevron’s commitment to sustaining its collaborative relationship with NCDMB in advancing human capital development.

At the ceremony, certificates were presented to the trainees upon the successful completion of a comprehensive one-year programme. The training covered key areas including Strategic Entrepreneurship and Leadership (Clarity4D), Digital Skills and Microsoft Office 365 Suite, Project Management (PRINCE2 Foundation), Health, Safety and Environment (NEBOSH IGC), and Procurement and Supply Chain Management (CIPS).

Earlier today, the Nigerian Content Development and Monitoring Board (NCDMB) advanced its commitment to capacity building in Nigeria’s oil and gas sector with a high-level visit to Delta State University in Abraka, where plans are underway to establish an NCDMB Centre of Excellence on Gas Development.

The delegation, led by the Executive Secretary, NCDMB, Engr. Felix Omatsola Ogbe, (FNSE, FIPS), and accompanied by representatives of Seplat Energy, reaffirmed the Board’s resolve to deliver the project.

Speaking on behalf of the Executive Secretary, the Director of Corporate Services, NCDMB, Dr. Abdulmalik Halilu, underscored the strategic importance of the Centre in deepening local capacity and advancing gas development in line with national priorities.

Representing industry partners, Simeon Ogari reiterated Seplat Energy’s commitment to the initiative, noting that the Centre would serve as a critical platform for research, innovation and skills development within the oil and gas industry. He also commended the university for hosting the facility.

In a related remark, the General Manager, Midstream, NCDMB, Mr. Silas Ajimijaye, urged the university to take ownership of the project and ensure its effective and purposeful utilization.

Responding, the Vice Chancellor, Samuel Ogheneovo Asagba, assured both NCDMB and Seplat Energy of the institution’s commitment to maximizing the Centre’s potential, pledging sustained research output and institutional support to guarantee its success.
