If you are comparing it to major Japanese metropolises like Tokyo or Osaka, yes, life in Kumamoto is generally considered much more peaceful and laid-back. Many seems choosing Kumamoto specifically for its slower pace of life, natural surroundings, and structural conveniences.

Because it is a regional capital rather than an international hub, English is less widely spoken in day-to-day interactions compared to Tokyo or Kyoto.

Kumamoto don't have fast-paced, high-energy 24/7 city life, you might find Kumamoto too quiet after a while.
