When I teach flashing (pre exposure) I get the student to pick a negative where the exposure is all over the place.
Take this image by 황아림 A Rim Hwang The sky in the negative is over exposed and the rocks under, not to mention the glare at the top of the rocks.
The filter was set quite high at 4 and even with flashing the detail in the sky was missing.
Burning in at that filter would only create more contrast and the tones would be missing.
To get the final image (1st photo) flashed the paper, exposed the print on filter 4 and an extra 8 seconds on the sand. The sky and top of the rocks was then given extra time using filter 2.
A lot of work but definitely worth the effort.
The second image is a straight print with no manipulation.
