No merit in Delisting
Delisting is the current most talked, discussed and debated issue. It has variedly attracted media coverage especially the local media. So, there is a need for better understanding of the various aspects of Delisting.
What is delisting? It is a demand from so called “Hindus” to remove the converted indigenous peoples to Christianity and Islam from the list of scheduled tribes (STs). They say that due to conversion they cease to be scheduled tribes. But the Supreme Court judgment says, “by reason of conversion, a tribe does not cease to be tribe.” (SC Case 429 (240), 2004 AIR SCW1064) Article 342 of Indian Constitution specifies the tribes or tribal communities {read with 366(25)}.
Why delisting? The main contestation over the issue is reservation and its benefits being snatched away by the converts-tribal Christians. The Constitution provides three types of reservations to STs.: 1. in government educational institutions (Arti.15-4), 2. in government jobs and promotions (Arti. 16-4) and 3. of seats and special representation in legislatures. Since the tribal Christians are more educated so they have accessed more jobs than none converted tribals. The converted tribal people’s life is economically better than their counter parts. But they are still backward in representation in legislatures. The awareness over it is visible among them now which alarm the political parties. As it is observed the tribal Christians bend towards Congress and Hindu tribals towards BJP. This tendency has infuriated BJP and RSS. They have succeeded in brain washing the Hindu tribals. The local BJP and RSS leaders cease to receive homage from Tribal Christians. Once upon a time they enjoyed their free service (Beth Begari), over taxation, land grabbing, exploitation and subjugation, being landlords. For the loss of respect and gain they are taking revenge on tribal Christians in the pretext of religion for politics. Delisting, conversion, “Gharwasi” are just political games, means of making Hindu Rashtra. It is to be noted that why these tribals had to be converted? If the tribals were taken care by them for education, health and economic development why should have they been converted? Are these local landlords (RSS and BJP (even leaders of some other parties) not responsible for this?
What’s happening? Polarization of tribals for political gain. The BJP and RSS have polarized tribals in the name of conversion of religion. The tribals have been divided into Hindu tribals and Christian Tribals. The Hindu tribals with the support of the RSS and BJP are demanding delisting of Christian tribals on the other hand tribal Christians are opposing. The tribals who are demanding for delisting, call themselves Hindu tribals (they consider themselves first as Hindus and then tribals and are called Vanvasi by BJP and RSS and not Adiwasis) and those opposing, call themselves tribal Christians (they consider themselves first tribals and then Christians). Hindu tribals blame tribal Christians of distorting and not following tribal customs and traditions, on the other hand the tribal Christians claim that they are the custodians of tribal customs and traditions for of being Christians they have follow all the customs and tradition from birth till death. They are enriching Christian faith by inculturating tribal belief, customs and traditions whereas Hindu tribals are Hinduising the tribal culture. The tribal Christians have kept up their totem; on the other hand Hindu tribals have lost their totem and are writing Bhagat, Pradhan, etc. as their surname. Hindu tribals are giving slogans like “Jo Bholenath ka nahi, O Adivasi nahin,” (one who does not belong to Bholenath is not a tribal. Uraon tribes call the Supreme Being “Dharnes”, not Bholenath. This name is not at all found in Uraon traditional belief system.). The Constitution affirms that tribals are not Hindus, Patna HC confirms that original aboriginals those who got converted to Hinduism and are following Hindu religion-in their case it is presumed that they will be governed by Hindu Laws (AIR 1931 Pat 305: Ganesh Mahto and others verses Shivcharan Mahto and others and AIR 2004 Jharkhand 121: Lakshmi Narayan Tudu/Lakshmi Narayan Manjhi and others versus Smt. Basi Majhian and others). So the blame game and justification is going on. In favor of delisting and against delisting rallies and public meetings are being held and memorandums are submitted to. Competition is going on, to prove who is following the traditional customs and customary laws.
What will happen? De-scheduling of scheduled areas. Article 244 provides provision for administration of Scheduled Areas and tribal Areas, known as Fifth and Sixth Schedule. The Fifth Schedule Area is declared on the basis of tribal population. Where more than fifty percent of the Scheduled Tribes reside the area is declared as Fifth Schedule and Constitutional benefits are provided with especially reservation of seats and provision of PESA (Provision of Panchayats Extension to Scheduled Areas Act, 1996). With the delisting of Christians and Muslims the number of Scheduled tribes will decline which will deal for de-scheduling. For example Jashpur District of Chhattisgarh is a schedule area comprising of 62% of tribals population. Among them the tribal Christians contribute to 22%. If they are delisted the total number will decline to 40% and the area will be de-scheduled. All the tribals will lose the benefit of representation and Trirbal Sub-plan (TSP). They wound not be able to become Surpanches, MLAs and MPs. The allotment of TSP will be less and the area will witness low developmental works due to lack of money leading to rampart distress migration and human trafficking. The power of Gram Sabha will vanish and there will be rapid looting of tribal land, forest, water and other resources in the name of so called development. If they protest they will be labeled as naxals, anti-nationals and put into jails and will be there without charges or trial life time. The human rights activists who will plead the plight of the tribals will be labeled as urban naxals and put behind the bars under UAPA.
What is needed at this juncture of the tribals is remain as brothers and sisters as they were of time immemorial, irrespective of creed and political allurement to save their tribalness, land forest and water. Fighting against won brothers and sisters brings ruin and prosperity to enemies. Knowing ones friends and foes is the need of the time.

पत्थलगांव: आज दिनाँक 18 दिसंबर, 2022 को ईसाई आदिवासी महासभा के तत्वाधान में पहली बार पत्थलगांव क्षेत्र के सभी ईसाइयों का सामूहिक जलसा जतरा, Christmas Gathering का आयोजन प्रकाश स्कूल के खेल मैदान में किया गया। विभिन्न ईसाई समुदाय के लोगों ने बढ़चढ़ का कार्यक्रमों में भाग लिया। उनकी संख्या लगभग पांच हजार थी। नाच, गान, येसु के जन्म की घटना की झांकी, चरनी, संदेश, सांता क्लॉस, आदिवासी परिधान, भोजन, पकवान, इत्यादि ध्यान आकर्षण के केंद्र थे।

कार्यक्रम का शुभारंभ बिशप ग्लासन मिंज के प्रार्थना, डाक्टर जेम्स मिंज के दीप प्रज्वलन, फादर सिलास कुजूर के चरनी आशीष और सामूहिक गाने के द्वारा हुआ। फादर याकूब कुजूर ने जलसा जतरा के उद्देश्य पर प्रकाश डालते हुए कहा कि यह हमारे विश्वास का समारोह है, जो विश्वास में मजबूत होने का अवसर प्रदान है। चुनौतियों पर चिंतन करने और समाधान करने का मौका है। धार्मिक, सामाजिक, राजनीतिक और आर्थिक विकास के सामूहिक प्रयास को दिशा देना है। इसके बाद पत्थलगांव द्वारा येसु के जन्म की घटना का मनमोहक झांकी का मंचन किया गया।

बिशप ग्लैडसन मिंज ने अपने संदेश में इस पहल को मॉडल बताते हुए आयोजकों की सराहना की। उन्होंने कहा कि आज येसु के प्रेम, न्याय, सत्य, अहिंसा, स्वतंत्रता, क्षमा के संदेश को अपने जीवन में जीना है और दूसरों को ऐसा करने की प्रेरणा देना है। मुख्य अतिथि डाक्टर जेम्स मिंज ने संदेश दिया कि येसु, अपने पिता ईश्वर में एक थे उसी प्रकार हमें भी एक होना है। न केवल पिता ईश्वर में लेकिन आपस में भी। आपसी दूरियों को समाप्त कर विश्वास पर आने वाली समस्याओं के समाधान के लिए एकजुट होना अति आवश्यक है। जैसे दाखलता से डाली अलग हो कर फल नहीं दे सकती उसी प्रकार हम भी फलप्रद और विकसित अलग-अलग रहकर नहीं हो सकते। सतत प्रयास करना होगा हम एक प्रयास कर बैठ जाते हैं। मानवता की सेवा हेतु हम कल रक्तदान भी करेंगे और येसु जीवन देने आते हैं का संदेश रक्तदान के द्वारा संसार को देंगे।

फादर याकूब कुजूर (रीजनल सेक्रेटरी छ ग, सी सी बी आई, कॉमिसन फॉर माइग्रेंट्स तथा स्टेट कोऑर्डिनेटर MAIN=Migrants Assistance and Information Network) ने बताया कि आज अंतर्राष्ट्रीय प्रवासी दिवस है। संयुक्त राष्ट्रसंघ की महासभा ने 18 दिसंबर 1990 को एक प्रस्ताव पारित किया कि प्रवासी और उसके परिवार के सदस्यों के अधिकारों की रक्षा हो। और 4 दिसंबर 2000 में संयुक्त राष्ट्रसंघ की महासभा ने 18 दिसंबर को अंतरराष्ट्रीय प्रवासी दिवस घोषित किया। रोमन कैथलिक कलीसिया सितम्बर माह के अंतिम रविवार को प्रवासी और शरणार्थी दिवस मानती है। उन्होंने प्रवासन के विभिन्न पहलुओं पर विस्तृत प्रकाश डाला और सुरक्षित प्रवासन हेतु ग्रामपंचायत या पल्लियों की पंजियों में नाम लिखवाने की सलाह दी।

सभा को विभिन्न चर्च के प्रमुखों/प्रतिनिधियों ने भी संबोधित किया। मंच संचालन श्री जोसेफ कुजूर, श्री विलियम पन्ना और मिथलेश, समीर, रेशमा ने किया। जलसा जतरा में श्री रंजीत एक्का (सेवानिवृत डीएसपी) श्रीमती एस मिंज, डॉक्टर अनीता मिंज, श्री फिरन कुजूर, श्री निहरू लकड़ा, श्री रंजीत बड़ा, श्री राजाराम एक्का, फादर अमृत कुजूर, यूजिन टोप्पो, जस्टिन कुजूर, रॉबर्ट तिग्गा, फबियानुस खलखो, सुनील खलखो, सिलास टोप्पो, अनूप तिग्गा, संतोष तिग्गा, सुनील टोप्पो, दिलीप मिंज, विनोद कुजूर, अभय लकड़ा, अरविंद टोप्पो, रेवरेंड विमल किशोर मिंज, जैतून तिर्की, विनोद तिर्की, निमान बोलता, एलिसा बेक, करुणा करण, सियाराम लकड़ा, जीतन यादव, विलियम पन्ना, बिलचुस ब्रदर, सिझिरदन तिग्गा, समिति के सदस्य श्री सुरेन्द्र तिर्की, श्रीमती क्रेसेंसिया बेक, श्री देवनिस मिंज, श्री शीलसय टोप्पो, श्रीमती सरोज बड़ा, मेरी तिर्की, ग्लोरिया, रजनी तिग्गा, अपोलीना केरकेट्टा, भलेरिया, आदि हर चर्च के प्रमुख जन उपस्थित थे। जलसा जतरा को सफल बनाने में सभी के प्रत्यक्ष, अप्रत्यक्ष सहयोग के लिए ईसाई आदिवासी महासभा, पत्थलगांव ईकाई के अध्यक्ष श्री सुरेन्द्र तिर्की ने साधुवाद कहा।
