In kashmiri language we call it "Gratti". Used to make "sattu" (Kind of flour) from roasted Maize or Rice which is a healthy diet taken oftenly as a snack with kashmiri .
Nowadays fast foods have replaced these traditional snacks, you would hardly find these type of chakki (Gratti) in ur locality.
