NATIONAL IRRIGATION ADMINISTRATION
Habang inaalisan ni Noynoy Aquino ng pondo ang NIA dahil gusto niyang magtake-over ang SMC sa dam projects, mabilis namang gumawa ng panukalang-batas si Bongbong Marcos to sustain it. He filed SBN 14 titled National Irrigation Program of 2013 on July 1, 2013 which seeks to enable the country to be self-sufficient amid the challenges posed by climate change by establishing a progressive and effective irrigation program to accelerate agricultural production.
SOCIAL SECURITY SYSTEM
Habang dinadagdagan ang singil sa contribution ng mga SSS members, nagpanukala naman si Bongbong Marcos ng batas na magtataas sa monthly pension ng mga members. He proposed SBN 15 titled Amending Section 12 of the Social Security Act of 1997 on July 1, 2013 implying the need to provide a meaningful protection to SSS members and their families by raising their minimum monthly pension of Social Security System members to P3,000 and an annual increase of P500 until the minimum of P5,000 a month is reached,
TAX MONEY
Habang abala ang mga opisyales sa pangungurakot sa pera ng buwis na naipon sa nasyonal, ipinahayag naman ni Bongbong Marcos na bawat lalawigan sa buong bansa ay may karapatang makihati sa pambansang yaman na nagmula sa buwis. He proposed SBN 113, amending Section 293 of the local government code of 1991 on July 1, 2013, which automatically appropriate the local government units of the 40% share from the national taxes, and utilize it for development purpose.
RICE SUPPLY
Habang gumagawa ang gobyerno ng paraan para matugunan ang pagkaubos ng bigas sa pamamagitan ng pag-angkat sa ibang bansa, nakaisip naman si Bongbong Marcos ng isang panukala para magkaroon ng national program sa Pilipinas na susuporta sa malawakang produksyon ng butil, na minsan nang naumpisahan ng kanyang ama. He filed SBN 112 on July 1, 2013 titled National Seeds Production Act of 2013 that seeks enhance farm productivity in order for the country to attain self-sufficiency of rice and corn production through establishing national program for hybrid and other quality seeds production.
DISCIPLINARY POWER
Habang walang pagsalang umaasa ang ilan sa palagian at tuwirang pakikialam ng pangulo sa halos lahat na lang ng bagay sa pulitika, binuo naman ni Bongbong Marcos ang kanyang panukalang-batas na layuning pigilin ang malabis na paggamit sa kapangyarihan ng Pangulo upang mapanatili and pantay na katarungan. He proposed on July 1, 2013 the SBN 114 to amend Section 61 of Local Government. Code of 1991 (under Cory’s regime) preventing the complaint against any elective official of a component city in any province to be filed in the office of the president. The disciplinary action should be under jurisdiction of the Sangguniang Panlalawigan where the accused belong.
BUDGET FOR EDUCATION
Habang tinatapyasan ni Noynoy Aquino ng pondo ang mga paaralan para diumano ay makatipid sa budget at magamit sa ibang pangangailangan ng bansa, nagpanukala naman ng kambal na batas si Bongbong Marcos noong July 1, 2013 na kapwa sumusuporta sa mag-aaral at sa g**o. The SBN 117 known as First Class Public Schools and Libraries Act and SBN 115, The Teachers Education Act of 2013. The previous encourages excellence in education, by providing them public libraries and upgrading the best performing public elementary and secondary of each region into first class school; the latter is enhancing the effectiveness in educating young Filipino by sending teachers, of all levels in public and private schools, into a continuing education.
INSUFFICIENT SUPPLY
Habang nagkakasya na lang ang gobyerno sa pag-angkat ng soybean products mula sa ibang bansa para ibenta sa mga Pilipino sa mataas na halaga, nakita ni Bongbong Marcos ang kahalagahan ng may sariling produksyon. He authored SBN 409 on July 3, 2013 known as the Philippine Soybean Authority Act of 2013 not only to promote the cultivation, production, processing, marketing and distribution of soybean (Glycine Max) and soybean products but also to open the opportunities to local farmers. Abundant supply will reduce the market price and will ease the chronic problems of hunger and malnutrition.
SK ELECTION
Habang may kanya-kanyang balak ang mga nakaupong official kung paano nila ima-maniobra ang halalang pangkabataan, sa kasagsagan ng kaguluhan sa pork barrel scam ay ipinanukala ni Bongbong Marcos ang SBN 1186 na layuning pansamantalang itigil ang eleksyon noong October 28, 2013. Mabilis itong naaprubahan dahil sa intensyon nitong maglaan ng panahong mabago ang SK. It was filed on July 30, 2013 and immediately signed into Law as RA 10632 three days after (Oct.3).
He also authored the resetting of the SK election under SBN 2377 on August 10, 2010 to save taxpayers’ money, which in part, had been already spent on the recently concluded May 2010 elections. Furthermore, it helped the country recuperate not only from huge expenses but also from the wounds of severe partisan politicking of the national election.
SAVING RESOURCES
Habang maraming mamamayang nagugutom dahil sa kahirapan, at habang patuloy ang pagtaas ng halaga ng bigas dahil kakulangan ng produksyon, mas marami pa ring walang pakiramdam sa paghihirap ng iba…ang rason nila “binabayaran naman namin yan, bakit pinanghihinayangan pa?” Bongbong Marcos created a measure to cut the wastage of rice by penalizing establishment that would refuse to serve customer of half rice. The SBN 1863 is an Anti-Rice Wastage Act of 2013 filed on October 23, 2013 which promotes prudence, as well as encouraging people to save resources.
TRANSPARENCY
Habang naghahanap si Noynoy Aquino ng paraan para pagtakpan ang walang habas niyang paglustay sa pondo ng Pilipinas, at habang pinagdedebatehan noon kung constitutional ba o hindi ang PDAF, ay nagpasa si Bongbong Marcos ng batas na magbibigay ng karapatan sa mamamayan na patuloy na magmanman sa katayuan at buong buong proseso ng badyet, ang SBN 1864 or the Strong National Process Act of 2013 filed on October 22, 2013 to ensure that all public funds collected from the citizens, are used and accounted properly and efficiently.
CNSC AND SUC CONCERNS
Habang nagpapaunahan ang mga mambabatas sa paglikha o pagbabago ng mga paaralan tungo sa pagiging State Colleges at Universities ng mga ito, lumikha si Bongbong Jefferson Marcos Castillo III ng isang batas na maglalayong pigilan ang mabilis na proseso ng conversion para magkaroon ng pagkakataon ang kongreso at Commission on Higher Education na subaybayan, mapag-aralan at tiyaking umangat ang kalidad ng edukasyon ng naturang paaralan bago ma-upgrade sa pagiging State College and University. The SBN 2188 filed on July 28, 2010 is an assurance that SUCs really provide the quality education for Filipino students.
CYBERCRIME LAW
Habang nagpapagalingan ang mga senador sa paglikha ng kani-kanyang bersyon ng Cybercrime Bill, nag-akda si Bongbong Marcos ng isang panukalang-batas noong September 22, 2010 na eksaktong tutukoy sa napapanahong pangangailangan.
An act to protect the people’s privacy against different methods digital attacks, identity theft and hacking, this is what SBN 2534 or the Cybercrime Prevention Act of 2011 is all about. It intensifies the definition of cyber crime while providing people the ways of prevention, and an assurance of a thorough investigation and strict imposition of penalties.
Before approving Bongbong Marcos’ work, they used it first to consolidate with the bills created by other senators, to acknowledge their effort. They completely adapted the title and the content from BBMs work, but the signatures of eighteen senators attested that bill is no longer owned by a single author but a collective effort. SBN 2534 was fully enacted as a law on May 10, 2011 as SBN 2796.
LESS POLLUTION
Habang nagrereklamo si Noynoy Aquino sa maaaring pagkawala ng pakinabang sa mga windmill at solar panel dahil sa pagkaubos ng hangin o hindi pagsikat ng araw ay abala rin siyang humikayat ng tatangkilik sa coal-generated plant na pag-aari ng SMC (Kamag-anak Inc.) kahit makakasira ito sa kalusugan at kalikasan; naghihirap din noon ang gobyerno kung paano lilimitahan ang pagdami ng sasakyang nagpapasikip ng daan. Ipinasa ni Bongbong Marcos at ilang kamay-akda ang SBN 2856 titled Electric, Hybrid and Other Alternative Fuel Vehicles Incentives Act of 2011 noong May 31. The bill is aimed to provide an alternative source of energy for vehicles in order to preserve the environment, to protect the health of the people by improving them air quality and reduce impact of greenhouse effects.
STATE OF CALAMITY
Habang natataranta ang Pangulo at hindi alam kung ano ang unang gagawin sa biglang pagkawasak ng Leyte, mabilis namang nagpalabas si BBM ng resolusyon noong November 11, 2013 ang RN 349 – Massive Devastation and Insurmountable Loss Wrought by Super Typhoon Yolanda. The primary purpose of the resolution is to push the President to declare a state of calamity in the battered areas to speed up the relief operation for the survivors and the rehabilitation of the affected areas. The resolution was given consideration only on the 7th day, after the disaster.
APPRECIATING THE DONORS
Habang kasalukuyang naghahanap ng masisisi si Noynoy Aquino sa kung sino ang may kasalanan sa pagkamatay ng napakaraming tao, at kasabay ng pangingikil ng ilang ahensya ng gobyerno sa padalang tulong ng ibang bansa, ay pinipilipit rin niya ang totoong bilang ng namatay; si Bongbong Marcos naman, kasama ng ilang mga senador, ay nagpalabas ng resolusyon noong November 25, 2013 ang RN 383, Expressing the Gratitude and Appreciation for the Relief and Assistance Operations. Expressed in the resolution is the Senate’s deepest gratitude to the local government agencies, non-government and private organizations, as well as foreign and international entities that lent their hand and shown solidarity in delivering responsive relief and assistance operations in the Philippines following the catastrophic damage caused by typhoon Yolanda. The Resolution was adopted on 27 November 2013.
BUNKHOUSES
Habang ipinagyayabang ni Noynoy Aquino ang kanyang mga ‘ginawa’ sa Leyte na winasak ng Super Typhoon Yolanda ay hindi naman malaman ng mga contractor ang gagawin, dahil nabuking sila sa ginamit na substandard materials sa pagtatayo ng mga bunkhouses. Hindi ito ipinagwalang-bahala ni Bonbong Marcos kaya ipinasa ang RN 439, to address the Substandard and Overpriced Bunkhouses on January 9, 2014. The resolution is aimed to establish corrective measures regarding the reports of alleged overpricing and use of substandard materials in the construction of temporary housing units for survivors of typhoon Yolanda. This measure will ensure the safety and well-being of the people displaced by the future catastrophe.
Ngayon alam nyo na ang ilan sa mga bagay na hindi hinayaang ikalat o kumalat sa mainstream media para walang malaman ang taumbayan... iniingatan nilang masira ang respeto ng mamamayan sa kasalukuyang administrasyon.
