Did you know this building was originally planned as two towers?
Completed in 1981, the James Monroe Building was designed as part of a twin-tower complex. Economic downturns in the 1970s paused development, and only one tower was ever built.
For decades, it served as a major state office hub, housing Virginia government agencies and holding the title of Richmond’s tallest building from 1981–2007.
Today, it’s at a turning point.
State offices are relocating due to aging systems, and assessments are underway to determine what’s next.
Here’s what’s currently approved:
• Located in the CBD
• Zoned B-4
• Approved for residential, office, hotel, retail, restaurant, and more
