The Provincial Government of Masbate, under the leadership of Governor Hon. Atty. Ricardo T. Kho, together with OIC Provincial Social Welfare and Development Officer (PSWDO) Amie Marie E. Castillo, participated in the Cross-Regional Learning: DILG Region I E-CLIP Best Practices and Strategies cm DILG Region V Strategic Planning and E-CLIP Knowledge Consolidation Activity, held on August 18–20, 2026.

The activity formally opened on August 18, 2026, at Sela Vie Hotel and Resort, Ilocos Sur, followed by benchmarking visits and learning sessions across the Ilocos Region.

Representing DILG Region V were Regional Director Atty. Arnaldo E. Escober Jr., CESO III; Assistant Regional Director Atty. Ian Kenneth Lucero, CESO IV; and DILG Masbate Provincial Director Julius Rodel L. Cal-Ortiz.

During the knowledge exchange, the Provincial Government of Masbate shared its initiatives under the Enhanced Comprehensive Local Integration Program (E-CLIP) aimed at supporting the safe return, healing, and successful reintegration of former rebels who have chosen to reunite with their families, rebuild their lives, and become productive members of their communities.

The activity provided the Masbate delegation with a valuable opportunity to visit E-CLIP facilities and learn from the programs, best practices, and implementation strategies of local government units in Region I.

In Ilocos Norte, the delegation learned about the Provincial Government’s collaborative strategies and initiatives that have contributed to maintaining the province’s insurgency-free status since 2012. These good practices highlighted the importance of strong local leadership, effective inter-agency coordination, accessible government services, sustainable livelihood opportunities, and meaningful community participation in achieving lasting peace.

The Provincial Government of Masbate extends its sincere appreciation to DILG Region I, the Provincial Government of Ilocos Sur, under the leadership of Governor Jeremias “Jerry” Crisologo Singson, and the Provincial Government of Ilocos Norte, headed by Governor Cecilia Araneta-Marcos, for their warm hospitality and openness in sharing their programs, facilities, strategies, and experiences.

The success of E-CLIP goes beyond providing financial assistance. Genuine reintegration means ensuring that returning individuals are welcomed without discrimination, given opportunities to begin anew, supported in securing sustainable livelihoods, and empowered to live peacefully and with dignity.

Through learning activities such as this, the Provincial Government of Masbate continues to strengthen its E-CLIP implementation, adopt good practices appropriate to local conditions, and deepen its commitment to inclusive development and lasting peace.

The Provincial Social Welfare and Development Office (PSWDO), with the full support of the Provincial Government of Masbate under the leadership of Hon. Atty. Richard T. Kho, Provincial Governor, successfully conducted the Orientation on Youth Groups on Gender-Based Violence at the Local Level on August 14, 2026, at Unica Hotel and Resort, Masbate City.

The activity aimed to strengthen the knowledge and awareness of youth groups on gender-based violence, relevant laws, available support mechanisms, and the important role of young people in promoting safe, respectful, inclusive, and violence-free communities.

The program began with the registration of participants, opening prayer, Philippine National Anthem, Masbate March, and acknowledgement of participants, followed by an opening message from Mr. Marc Thom Sanchez Atabay, RSW, Social Welfare Officer I and Youth Welfare Program Focal Person.

The participants then engaged in a discussion on the Basic Concepts of Gender and Development (GAD), facilitated by Ms. Amy B. Danao, RSW, former PSWDO. The session provided participants with a better understanding of gender, gender roles, stereotypes, and the social factors that contribute to inequality and gender-based violence.

Before proceeding to the discussion on Republic Act No. 9262, Ms. Josephine Tambago-Paje, RSW, Social Welfare Officer III and former Youth Welfare Program Focal Person, facilitated a discussion on the Pag-asa Youth Association of the Philippines - Ang Kabataang Organisado (PYAP - AKO), highlighting the importance of youth participation, leadership, and empowerment in addressing issues affecting young people and their communities.

The afternoon session featured a discussion on Republic Act No. 9262, or the Anti-Violence Against Women and Their Children Act of 2004, and Republic Act No. 11313, or the Safe Spaces Act, also known as the Bawal Bastos Law. The discussion was facilitated by Atty. Joanie Mae D. Ragot, Local Youth Development Officer II, who provided participants with relevant information on the legal protections available to individuals experiencing violence, harassment, and other forms of abuse.

The orientation served as an avenue for youth participants to become more informed about their rights and responsibilities and to recognize their role in preventing gender-based violence. It also emphasized the importance of speaking up, seeking appropriate assistance, and building supportive environments where everyone is treated with dignity and respect.

The activity concluded with the awarding of certificates, closing message from Ms. Amie Marie E. Castillo, RSW, OIC-PSWDO, and a photo opportunity with the participants and organizers.

Through initiatives such as this, the Provincial Government of Masbate, through the PSWDO, continues to strengthen youth participation and community awareness in promoting gender equality, preventing violence, and protecting the rights and welfare of women, children, and young people.

The Provincial Social Welfare and Development Office (PSWDO), with the full support of the Provincial Government of Masbate under the leadership of Hon. Atty. Richard T. Kho, Provincial Governor, successfully conducted the Joint Training on Basic Life Support (BLS) and First Aid for Male Adults (ERPAT) and Solo Parent Federation Presidents and Program Focals, anchored on the theme “Saving Lives Starts With Us.”

Held on August 6–7, 2026 at BAMS RestoBar and Catering Services, Extension Boulevard, Bagumbayan, Masbate City, the two-day training aimed to strengthen the capacity of Solo Parents Focal Persons, ERPAT Focal Persons, and Federation Presidents/Officers in responding appropriately to emergencies and life-threatening situations that may occur at home, in the workplace, in the community, and during various federation activities.

The activity was facilitated and coordinated by Jinky G. Dela Peña, RSW, Social Welfare Officer III and ERPAT Program Focal Person, and Princess Grace A. Lepasana, RSW, Social Welfare Officer II and Solo Parent Welfare Program Focal Person, whose efforts contributed to the successful implementation of the training.

As family heads, caregivers, and active members of their communities, Male Adults and Solo Parents can often be among the first responders during emergencies. Through this training, participants gained essential knowledge and practical skills in emergency recognition, Cardiopulmonary Resuscitation (CPR), proper use of an Automated External Defibrillator (AED), choking response, bleeding control, wound management, and other basic first-aid interventions.

The training featured hands-on demonstrations and actual skills application, facilitated by resource persons from the Bureau of Fire Protection (BFP), equipping participants with practical knowledge that can be applied when every second matters.

The trained participants are envisioned to serve as volunteer first responders in their respective barangays and contribute to future health, safety, and disaster preparedness initiatives in coordination with their local governments and emergency response partners.

Through continued training, refresher sessions, and stronger coordination with local health and disaster response offices, we can build communities that are more prepared, more responsive, and more capable of saving lives.

Because in an emergency, knowing what to do can make all the difference.

The KALAHI-CIDSS Philippine Community Resilience Program Orientation was successfully conducted on August 6, 2026, at the Conference Hall of the Landungan Training Center, Masbate.

The activity was initiated by the Department of Social Welfare and Development Field Office V (DSWD FO V), in coordination with the Provincial Government of Masbate, under the leadership of Hon. Atty. Richard T. Kho, Provincial Governor, through the Provincial Social Welfare and Development Office (PSWDO).

The orientation aimed to strengthen understanding and coordination among stakeholders in promoting community resilience, preparedness, and sustainable community development.

The Provincial Social Welfare and Development Office (PSWDO), with the full support of the Provincial Government of Masbate under the leadership of Hon. Atty. Richard T. Kho, Provincial Governor, successfully conducted the School-Based and Community-Based Information, Education, and Communication (IEC) Campaign on Special Laws on Children and Youth at Tanque National High School, Pio V. Corpus, Masbate.

The activity was conducted in partnership with the Schools Division Office of Masbate, with the aim of strengthening learners’ awareness of their rights, responsibilities, and the legal protections afforded to children and youth under Philippine laws. It also addressed relevant concerns such as bullying, retaliation, misconduct, abuse, exploitation, and other issues affecting the welfare, safety, and well-being of learners.

The campaign featured discussions on five important laws: Republic Act No. 7610, or the Special Protection of Children Against Abuse, Exploitation and Discrimination Act; Republic Act No. 10627, or the Anti-Bullying Act of 2013; Republic Act No. 11930, or the Anti-Online Sexual Abuse or Exploitation of Children (OSAEC) and Anti-Child Sexual Abuse or Exploitation Materials (CSAEM) Act; Republic Act No. 11313, or the Safe Spaces Act; and Republic Act No. 9262, or the Anti-Violence Against Women and Their Children (VAWC) Act of 2004.

The sessions were facilitated by the participating youth leaders and resource persons, with discussions delivered by Ms. Ashley Bernal, DFSLLG President; Ms. Nica A. Cervantes, DFSLLG Vice President; Ms. Nicole Irich A. Porgatorio, DFSSLG Secretary and Mr. Nino P. Valencia, PDO-I. Also supporting the activity as facilitators were Mr. Jerry A. Biel, PDO-I, and Ms. Jean A. Desabille, DFSSLG PIO. The discussions provided relevant knowledge and practical insights on the laws, emphasizing the importance of recognizing violations, understanding one’s rights, and knowing where and how to seek appropriate help and intervention.

The activity also featured a message from Ms. Josephine Tambago-Paje, RSW, Social Welfare Officer III and former Youth Welfare Program Focal Person, who emphasized the importance of awareness, responsibility, and collective action in promoting the protection and welfare of children and young people.

Through the IEC campaign, learners and community stakeholders were encouraged to become more informed and responsible members of their communities and to contribute to creating safe, supportive, inclusive, and child-friendly environments both in school and at home.

The activity concluded with an open forum and closing remarks from Marc Thom Sanchez Atabay, RSW, Social Welfare Officer I and Youth Welfare Program Focal Person, reinforcing the shared responsibility of schools, families, communities, and government agencies in preventing violence, protecting children, and promoting the rights and welfare of young people.

The Provincial Government of Masbate, through the PSWDO, remains committed to strengthening partnerships with schools and other stakeholders in advancing child protection, promoting awareness of relevant laws, and ensuring that children and youth are empowered to become responsible, law-abiding, and socially aware members of the community.

The Provincial Social Welfare and Development Office (PSWDO), through the support of the Provincial Government of Masbate under the leadership of Hon. Atty. Richard T. Kho, Provincial Governor, and Hon. Fernando P. Talisic, Provincial Vice Governor, successfully conducted the One-Day Women’s Symposium for Unrecognized Child Development Workers (CDWs) on August 7, 2026, at Unica Hotel and Resort, Masbate City.

The activity aimed to strengthen the knowledge and competencies of Child Development Workers on relevant laws, policies, and issuances concerning the protection and welfare of women and children. Discussions covered gender equality, prevention of gender-based violence, mental health promotion, online safety, and other important child protection measures.

Beyond information-sharing, the symposium provided a meaningful space for learning, reflection, and empowerment, enabling CDWs to better understand their vital role in creating safe, inclusive, and nurturing environments for children and families.

The activity also formed part of the continuing capability-building initiatives supporting the recognition and professional development of Child Development Workers, consistent with the standards and requirements of the Early Childhood Care and Development (ECCD) Program.

The Provincial Government of Masbate, through the PSWDO, remains committed to strengthening the capacity of Child Development Workers and advancing gender-responsive and child-centered programs that promote the protection, welfare, and development of women and children across the province.

Empowering Youth. Building Communities. Inspiring Change.

The Provincial Social Welfare and Development Office (PSWDO) participated in the 3rd Provincial Youth Leadership Summit (PYLS) on August 5, 2026, in Balud, Masbate, through Marc Thom Sanchez Atabay, RSW, Social Welfare Officer I, who served as a resource speaker on “The Self, the Family, and the Community.” Grounded in the principles and values of social work, the session emphasized self-awareness, the vital role of the family in nurturing responsible individuals, and active community participation as essential foundations of effective leadership and positive social change.

The 3rd Provincial Youth Leadership Summit (PYLS) is a collaborative initiative of the Provincial Government of Masbate, headed by Governor Hon. Atty. Richard T. Kho, and the 2nd Infantry (Second to None) Battalion, 9th Infantry (SPEAR) Division, Philippine Army. The summit brings together selected youth leaders from the different municipalities of Masbate to strengthen their leadership competencies and empower them to become responsible citizens and advocates of peace, unity, and sustainable development.

Through its continued participation in youth development initiatives, the Provincial Social Welfare and Development Office (PSWDO) reaffirms its commitment to empowering young people to become compassionate leaders, responsible citizens, and partners in building peaceful, resilient, and inclusive communities.

Strengthening Partnerships for Stronger Families 💜

Under the leadership of Governor Hon. Atty. Richard T. Kho, the Provincial Government of Masbate (PLGU), through the Provincial Social Welfare and Development Office (PSWDO), successfully conducted the Orientation on Women and Child Protection Laws for Pre-Marriage Orientation and Counseling (PMOC) Teams on August 3–4, 2026, at Unica Hija Hotel and Resort, Masbate City.

The two-day orientation equipped PMOC teams with updated knowledge on key laws protecting women and children, including the Anti-Child Marriage Act, Anti-OSAEC and Anti-CSAM Act, Expanded Anti-Trafficking in Persons Act, Foster Care Act, Expanded Solo Parents’ Welfare Act, and Domestic Administrative Adoption and Alternative Child Care Act, strengthening their capacity to provide quality pre-marriage orientation and counseling services.

𝗕𝗔𝗟𝗜𝗞 𝗟𝗢𝗢𝗕 𝗙𝗔𝗠𝗜𝗟𝗬 𝗦𝗨𝗣𝗣𝗢𝗥𝗧 𝗣𝗥𝗢𝗚𝗥𝗔𝗠 | Strengthening Reintegration Through Life-Saving Skills

The Provincial Government of Masbate, through the Provincial Social Welfare and Development Office (PSWDO), successfully conducted the Balik Loob Family Support Program: Strengthening Reintegration Through Basic Life Support Capacity-Building and Life-Saving Skills Training on July 30–31, 2026, at Bam’s Resto Bar, Bagumbayan, Masbate City.

The activity was made possible through the support of the Provincial Government of Masbate under the leadership of Governor Atty. Richard T. Kho, reaffirming its commitment to strengthening peacebuilding initiatives, promoting family reintegration, and empowering communities through sustainable social welfare interventions.

The two-day activity aimed to equip Balik Loob Program beneficiaries and their families with essential knowledge and practical skills in emergency preparedness, enabling them to respond effectively during medical emergencies and other crisis situations while fostering resilience, self-reliance, and community preparedness.

On the first day of the program, personnel from the Bureau of Fire Protection (BFP) facilitated technical sessions by providing an orientation on the agency’s legal mandate, functions, and responsibilities under Republic Act No. 11589, otherwise known as the Bureau of Fire Protection Modernization Act. The discussion highlighted the Bureau’s vital role in fire prevention, fire suppression, emergency medical services, rescue operations, and disaster response.

The training continued with comprehensive discussions on Basic First Aid, Bandaging and Splinting Techniques, and Basic Life Support (BLS). Participants learned the proper assessment of injured individuals, bleeding control, fracture and sprain management, cardiopulmonary resuscitation (CPR), and other essential emergency response procedures. To reinforce the lessons, BFP personnel conducted live demonstrations and supervised hands-on practical exercises, providing participants with the opportunity to practice and develop confidence in applying life-saving skills during real-life emergency situations.

On the second day, the program began with a recap of the previous day’s lessons, followed by an energizer and the continuation of the discussions and practical sessions to further strengthen participants’ competencies in emergency response and life-saving interventions. The activity concluded with a closing message from Princess Grace A. Lepasana, RSW, E-CLIP Program Focal, followed by the awarding of certificates in recognition of the participants’ active participation and successful completion of the training.

Through initiatives such as the Balik Loob Family Support Program, the Provincial Government of Masbate continues to promote lasting peace, strengthen family reintegration, and build safer, more resilient communities by empowering individuals and families with practical knowledge and life-saving skills.
