The Executive Governor of Osun State, Senator Ademola Adeleke has rejoiced with his Bayelsa State counterpart, Senator Duoye Diri, on the occasion of his birthday, celebrating him as a transformational leader who has brought enormous joy to his people.

Governor Adeleke hails Senator Diri's remarkable style of leadership, which emphasises delivering for the people and driving sustainable developments, noting that the celebrant's broad approach to governance has translated into meaningful progress for Bayelsa and its people.

Governor of Bayelsa State, Senator Douye Diri, on Thursday, received Kenyan lawyer and activist, Professor Patrice Lumumba and his wife, Celestine, in Government House, Yenagoa, with a call on the Nigerian Bar Association (NBA) to intensify efforts at enforcing discipline and best practices among its members.

Governor Diri made the call when the executives of the Yenagoa Branch of the NBA, visited him to introduce the eminent professor who is in the state to deliver a keynote address at the plenary session of the 2026 Law Week.

Represented by his Deputy, Dr. Peter Akpe, the Bayelsa Chief Executive emphasized the need for the NBA to work with other critical stakeholders to protect the ethical values and professional conduct among legal practitioners to forestall further erosion of the nobility and respect associated with their profession.

Governor Diri, however, commended the Yenagoa NBA for its vibrancy and commitment to promoting legal scholarship, public discourse and professional excellence.

According to him, the NBA Yenagoa branch was creating a platform through its 2026 Law Week for meaningful conversations that would inspire positive change and strengthen democratic institutions in Bayelsa and the country at large.

He, however, urged the Association to use the Conference as a peer review mechanism to ascertain where it was, where it is and where it is supposed to be in terms of global best practices in the legal profession.

Governor Diri, who described Professor Lumumba as a powerful voice for good governance, accountability, Pan-African development and principled leadership in Africa, urged the former Director of Kenya Anti-Corruption Commission to make Bayelsa his home.

His words: "We are especially delighted to learn that your 2026 Law Week will feature one of Africa's most respected legal minds, a public intellectual and advocate of ethical leadership, Professor P.L.O. Lumumba, as the keynote speaker.

"Professor Lumumba is a known and powerful voice for good governance, accountability, Pan-African development, and principled leadership. His presence in Bayelsa is not only an honour to the Nigerian Bar Association, Yenagoa Branch, but also a valuable opportunity for intellectual engagement and reflection on the future of our nation and continent.

"The theme of your Law Week, " Securing the Future", is both timely and profound. It speaks to the collective responsibility of leaders, institutions, and citizens to build a society founded on justice, equity, accountability, and sustainable development.

In his brief remarks, Professor Patrice Lumumba, noted that Nigeria still occupies an important position in Africa, stressing that whenever Nigeria punches its weight, the entire continent would realize her full potential.

Professor Lumumba, who expressed appreciation for the warm reception accorded him and his wife, said it was his second visit to Bayelsa State, which he described as a strategic geographical location with high prospects of development.

Also speaking, the Chairman, Nigerian Bar Association Yenagoa Branch, Mr. Clement Kekemeke, noted that the eminent Professor Lumumba was specially invited as keynote speaker NBA Law Week to give the programme an international visibility.

Expressing the NBA's gratitude to Governor Diri and his deputy, Dr Peter Akpe, for granting them audience, Mr. Kekemeke disclosed that the Yenagoa NBA currently boasts of over 1,500 practicing lawyers in its fold, making it one of largest in the South South geopolitical zone of the country.

PROSPERITY CUP ORGANIZERS CONGRATULATE GOV. DOUYE DIRI ON 67TH BIRTHDAY...

The Central Organizing Committee of the Bayelsa Governor’s Football Tournament, otherwise known as the Prosperity Cup — Nigeria’s premier grassroots football competition — has felicitated with His Excellency, Senator Douye Diri, Governor of Bayelsa State, on the occasion of his 67th birthday.

In a congratulatory message, the Director General of the Prosperity Cup, Mr. Ono Akpe, described Governor Diri as a humble, compassionate, and an exceptionally resourceful leader whose uncommon sense of duty continues to advance the development of Bayelsa State.

Mr. Akpe commended the Governor’s landmark achievements in infrastructural development, particularly the construction of the 30,000-capacity stadium at Igbogene and the 5,000-capacity stadium at Sampou in Kolokuma/Opokuma Local Government Area.

He further lauded the recent signing of a Memorandum of Understanding between Spanish football giants FC Barcelona and the Bayelsa State Government for the upgrade and expansion of the Bayelsa Starlets Academy, an FC Barcelona-affiliated academy. According to him, the MoU underscores the Governor’s deep commitment to grassroots football and sports development in general.

The statement highlighted the peace and stability the state currently enjoys, as well as the Governor’s patriotic and unrelenting service, noting that Bayelsa has been repositioned over the last six years of his administration.

Mr. Akpe also acknowledged the Governor’s investment in sports, which has translated into sustained success for Bayelsa athletes. These include the state’s dominance at the National Sports Festival, Niger Delta Sports Festival, National Para Games, and Nestle Milo All Secondary Schools Basketball Championship, as well as Bayelsa Queens’ dominance of the Nigeria Women’s Football League and the double triumph of the state’s male and female teams in the 2021 AITEO Cup in Benin City.

“Since your emergence as Governor, you have remained irrevocably committed to your ASSURED Agenda, which prioritizes infrastructure, sports, agriculture, education, healthcare, political tolerance, and justice for all, irrespective of tribe, creed, party affiliation, or religion,” the message stated.

“We are also delighted at the rapid progress recorded by the Bayelsa Starlets Academy barely weeks after the MoU was signed. The Academy’s confirmation by the Nationwide League One, NLO to participate in the U-19 Youth League is a clear evidence that more opportunities are opening for our youths,” Mr. Akpe added.

On behalf of the Central Organizing Committee, he prayed that God should grant the Governor many more years in good health to continue rendering selfless service to the people of Bayelsa State and Nigeria.

Delta State Governor, Sheriff Oborevwori, says they saw the exit of former Deputy Senate President, Ovie Omo-Agege, stressing that he cannot be trusted.

Oborevwori made this statement on Tuesday during an interview on Arise Television’s ‘Morning Show’.

Recall that Omo-Agege recently dumped the All Progressives Congress, APC, for the Nigeria Democratic Congress, NDC, after losing at the senatorial primary election.

Reacting, the governor said, “We were aware of his exit, and that was why he was not serious in the context of the primaries, because he never consulted anybody, he never consulted me, he never called leaders.

“His departure is not a threat to us because APC is a big party.

“President Bola Tinubu is my biggest project and we in Delta are solidly behind him. Delta people were deceived earlier but not anymore.

“I can tell you categorically that no Delta person will vote against Tinubu. So we are not bothered about anybody leaving our party,” he said.

Strengthen NDDC as Central Actor in Niger Delta Development-Ajumogobia

A former Minister of Petroleum Resources and Foreign Affairs, Mr Henry Odein Ajumogobia, has advocated for the strengthening of the Niger Delta Development Commission, NDDC, as the arrowhead of development agencies in the Niger Delta region.

Ajumogobia, who made the call as the keynote speaker at the NDDC Law and Development Summit in Port Harcourt, stressed the need to support the NDDC in its role as the central coordinating body among development partners in Nigeria’s oil-rich region.

He lamented: “Rather than functioning as the central coordinating body, the NDDC has become one layer in a crowded ecosystem where responsibilities are diffuse and unclear. This has produced patterns of duplication in which multiple actors work at cross-purposes while oil-producing communities remain underdeveloped.”

Ajumogobia acknowledged the constraints faced by the NDDC in working within the existing laws, stating: “Its limitations are not merely administrative; they are structural. The NDDC operates within a fragmented governance architecture characterised by overlapping mandates among federal institutions, state governments, private sector actors, corporate social responsibility initiatives, and programmes."

Speaking at the summit, the Chairman of the NDDC Governing Board, Mr Chiedu Ebie, underlined the relationship between law and development, noting: “It is foundational. Law is not merely a set of rules and restrictions. In its highest expression, law is a living instrument of social engineering, economic transformation, institutional strengthening, environmental sustainability, and the protection of the rights and liberties of the people it serves.

He said that the theme of the summit, "The Role of Law in Driving Sustainable Development in the Niger Delta", was timely and transformative.
“For the people of the Niger Delta, a region whose vast natural wealth has for too long stood in painful contrast to the poverty and neglect of its communities, these are not abstract ideals. They are urgent, lived realities. The aspirations of our people demand nothing less than a legal architecture that is bold, responsive, and fit for purpose.”

“We have adopted creative and innovative strategies to navigate the complex terrain before us, always within the bounds of the law, but never constrained by a narrow or uninspired reading of it. We have repositioned the Commission's operations, strengthened internal governance, and accelerated our development programmes with a renewed sense of urgency and purpose.”

In his opening remarks, the NDDC Managing Director, Dr Samuel Ogbuku, observed that “sustainable development for the Niger Delta region is not just about infrastructure and brick-and-mortar; it entails a balanced integration of economic growth, social inclusion, and environmental protection for the region's long-term well-being.

He stated: “In keeping faith with the statutory mandate of the Commission, this current Board and Management, since our assumption of duty, have, in our determination to make a real difference in the lives of our people, made very deliberate, conscious, and intentional efforts to reposition the Commission from Transactions to Transformation.

“When we came on board, we discovered that the Commission's internal processes required administrative recalibration to carry out the ambitious reforms we needed. We engaged world-renowned KPMG Advisory, who reviewed our processes and developed new Corporate Governance policies that now form the bedrock of our internal governance."

“We have also reformed our procurement system and processes, making them more transparent and less opaque. As of today, the NDDC has almost 90 per cent of its processes digitalised."

"We have implemented mechanisms for contractors and stakeholders to sign and execute their contracts electronically from the comfort of their homes and offices, with minimal physical contact.”

“In line with consolidating the reforms we have made and are continuing to make, we recognise the need to further strengthen the legal and institutional frameworks that guide our operations."

" It is for that reason that we have convened this Law and Development Summit, with the aim of bringing together legal experts, development partners, sustainability professionals and indeed key stakeholders.”

Earlier, the NDDC Director of Legal Services, Sir Victor Arenyeka, remarked that the NDDC was a creation of law and that its activities were largely regulated not only by its Establishment Act but also by a range of other relevant laws, rules, and regulations.

He explained: “The Summit seeks to provide a strategic platform for policymakers, legal practitioners, development experts, traditional institutions, environmental advocates, academia, civil society organisations, and stakeholders within and outside the Niger Delta to critically examine how law, governance, policy implementation, and institutional accountability can serve as effective tools for sustainable regional transformation."

NCDMB reaffirms commitment to local capabilities in offshore oil and gas sector

The Nigerian Content Development and Monitoring Board (NCDMB) has reaffirmed its commitment to deepening local capabilities and new delivery models in the offshore oil and gas sector, calling on the industry to invest in domestic manufacturing and research and development.

The Board was represented by its Director of Planning, Research and Statistics, Mr Silas Omomehin Ajimijaye, who served as a panellist at the OWI West Africa 2026 conference, West Africa’s leading offshore well intervention forum, held in Lagos from 2nd to 3rd June 2026.

Speaking on the panel titled “Local Capability, Leadership and New Delivery Models, and Ex*****on in West Africa”, the Director set out the drivers of the Board’s current policy direction and the progress recorded under Nigeria’s local content regime, while challenging operators and service companies to take in-country capability to the next level.

“Nigeria is no longer content merely to participate in the oil and gas industry; we are building the capacity to lead it."

" We have reached around 80 per cent local content in engineering and fabrication, and our focus now is on closing the manufacturing and research gap so that more value is retained in the country,” he said.

The Director explained that the Board’s drive rests on the Nigerian Oil and Gas Industry Content Development (NOGICD) Act of 2010 and the suite of Executive Orders and Presidential Directives issued in 2024 to reduce contracting costs and timelines and to strengthen local content compliance.

He noted that manufacturing, much of which remains assembly, and research and development, remained the next frontier in the journey towards the Board’s target of 70 per cent local content retention by the end of 2027.

“Local content is a partnership, not a barrier. We are asking the industry to build genuine capability with us, to invest in local research and development, and to engage the Board early so that Nigerian content is designed into every project from the start,” he added.

The Director pointed to sustained investment in human capacity, including training programmes delivered in partnership with operators such as Renaissance Africa Energy and Seplat Energy, a scheme to prepare young Nigerians through the universities, and centres of excellence established with partner institutions for research and problem-solving.

He added that the Board had widened access to finance through its intervention fund operated with the Bank of Industry and a dedicated financing window for women-led businesses in the sector.

The Board’s participation at OWI West Africa 2026 forms part of its wider agenda, under the Executive Secretary, Engr Felix Omatsola Ogbe, and in line with the reforms of President Bola Ahmed Tinubu, to consolidate the gains of the past decade and to position Nigerian companies not only to serve the domestic market but to export their capability across the West African region and beyond.

Edo Govt. unveils simplified disability rights law

The Edo State Government on Wednesday in Benin unveiled a simplified version of its disability rights law for persons living with disabilities across the 18 local government areas of the state.

Speaking at the unveiling ceremony, the Secretary to the State Government, Mr Musa Umar Ikhilor, said the initiative was aimed at strengthening the protection of the rights and dignity of persons with disabilities in the state.

Ikhilor, who was represented by the Acting Permanent Secretary, Mr Ohunyon Ekikioya, noted that the strength of any society lies not only in its physical structures but also in the extent to which it guarantees equal opportunities for all citizens.

The programme was organised by the Edo State Commission for Persons with Disabilities, with support from the Network for the Advancement of People with Disabilities and the Rule of Law and Anti-Corruption Programme.

According to him, laws are enacted to protect rights, guide conduct, and promote justice, but their true value lies not only in their enactment but also in their accessibility and practical application.

“The simplification of the disability rights law is a thoughtful and commendable initiative aimed at ensuring that its provisions are better understood by citizens, particularly persons with disabilities and their families.

“By doing so, we are strengthening public awareness, encouraging compliance, and empowering citizens with the knowledge required to claim and protect their rights within the framework of the law.

“The Edo State Government remains resolute in its commitment to fostering an inclusive society where persons with disabilities are not viewed through the lens of dependency or limitation,” he said.

He commended the Edo State Commission for Persons with Disabilities for its advocacy and commitment to advancing disability inclusion in the state.

In his goodwill message, Mr Melody Omosah, Executive Director of the Network for the Advancement of People with Visible Disabilities (NAPVID), advocated the establishment of radio programmes to promote public awareness of disability rights.

Omosah, while highlighting Section 18 of the state disability law, stated that education is a fundamental right for persons with disabilities from primary school to university level.

He further explained that the simplified law provides for the establishment of at least one special school in each of the 18 local government areas of the state.

“The law also stipulates that there should be at least one special school in every local government area. It is an offence for parents or guardians to deny children with disabilities access to education by keeping them out of school,” he said.

Earlier, the Chairman of the Edo State Commission for Persons with Disabilities, Mr Theophilus Egbodion, said the simplified version of the law would help educate persons with disabilities and enable them to better understand their rights.

One of the participants, Mr Ovenseri Iduozee, thanked the state government for enacting the law, saying it would help persons with disabilities realise that they enjoy the same rights and opportunities as other citizens.

EKITI PDP WELCOMES COURT OF APPEAL JUDGMENT, REAFFIRMS SUPPORT FOR PARTY LEADERSHIP

The Ekiti State Chapter of the Peoples Democratic Party (PDP) has welcomed the judgment of the Court of Appeal which reaffirmed constitutional order, internal democracy, and the supremacy of the rule of law within the party.

The party congratulates Dr. Tanimu Turaki, SAN, members of the Interim National Working Committee, and the entire PDP family across the country on this significant legal victory, which has further strengthened the foundation of the party.

The judgment clearly established that the purported caretaker committee lacked legal and constitutional backing, having no valid mandate from the party. The court also upheld the disciplinary measures taken against individuals found to have engaged in activities contrary to the interests and constitution of the PDP.

Governor of Bayelsa State, Senator Douye Diri, has advocated for greater inclusion and opportunities for women in governance and leadership positions across Africa.

Senator Diri contended that the continent’s progress will be accelerated when women with potential and vision were integrated into critical spheres of decision-making.

The Bayelsa governor spoke during the formal presentation of a book, magazine and documentary in honour of the first female Mayor of the City of Banjul, Mrs. Rohey Malick Lowe, at the Dawda Jawara International Conference Centre in The Gambia on Wednesday.

Governor Diri eulogised Lowe, the country’s popular advocate for women’s rights and empowerment, describing her as a woman whose accomplishments stood as evidence of purposeful leadership.

He said: “May I use this platform to encourage leaders across our continent to deliberately create opportunities for women to contribute at the highest levels of governance and public service.

“The progress of our nations will be accelerated when leadership is inclusive and when merit, competence, and vision are allowed to flourish irrespective of gender.

“Indeed, one is compelled to ask whether some of the developmental challenges confronting our continent stem from our failure to sufficiently integrate women into governance and other critical spheres of decision-making. Africa cannot afford to leave half of its human capital on the sidelines while seeking solutions to complex social, economic, and political challenges.

“Across communities, institutions, and governments, women have consistently demonstrated resilience, innovation, compassion, and an uncommon commitment to service. Yet, leadership in Africa has not fully explored or harnessed this immense reservoir of talent and potential.

“As I reflect on this, I must confess that I have long been an advocate for greater participation of women in leadership. This conviction is not rooted in sentiment but in experience and observation.

“As governor, I am committed to playing my part in this regard. In Bayelsa State, we have consciously expanded opportunities for women and young people to participate meaningfully at all levels of governance because sustainable development is best achieved when every segment of society has a seat at the table and a stake in the future.”

According to the Bayelsa helmsman, who was the special guest at the event, cultural practices that inhibit women in leadership should be discarded in order for them to unleash their full potential.

Diri described the Mayor’s success story, as attested to by many of the speakers, as making a strong case for the empowerment of women everywhere.

“It is therefore fitting that today we celebrate a leader whose accomplishments stand as evidence of what purposeful and inclusive leadership can achieve.

“The book, documentary, and magazine do more than commemorate. They provide a benchmark of service, a record of what deliberate, citizen-centred leadership can produce. They will serve as both inspiration and instruction for those who follow.”

On the ongoing xenophobic incidents against fellow Africans in South Africa, Diri expressed concern that such developments destroy the fabric of the continent’s unity.

“Such acts wound the fabric of Pan-African brotherhood that our forebears like Sir Dawda Kairaba Jawara, the independence leader of The Gambia, fought to build. When one nation suffers, our response must be guided by compassion, solidarity, and pragmatic support.”

At the event, a sister-city agreement between the Banjul City Council and Yenagoa Local Government Area was signed by the Mayors of both councils - Lowe for Banjul and Bulodisiye Ndiwari for Yenagoa.

Lowe also presented a key to the City of Banjul and other awards to the governor in recognition of his support for women empowerment.

She appreciated Diri for his exceptional support for women empowerment, noting that it was uncommon among the political leadership in Africa.

Lowe recounted her political journey and how becoming the 16th mayor of Banjul and the only female in the country had shaped her life and commitment to service and the dignity of the African woman, taking after her father who was the 8th mayor of the city.

Earlier, the keynote speaker and former Mayor of the City of Leeds, United Kingdom, Mrs. Abigail Marshal-Katung, described Lowe as a “living legend, who has taken the name of her city and country across oceans and continents, and into the highest chambers of global power.

“I will begin with the local level, which I call transforming Banjul from within. When Her Worship was elected the Mayor of Banjul in 2018, she inherited a city rich in history but burdened by neglect. She did not complain. She acted, and as a woman of courage, it is surely in her deeds.”

Present at the well-attended event were political and business leaders and partners of the council from the country, Senegal, Morocco, America and China, including the former Vice President of The Gambia, Ousainou Darboe, the Mayor of Dakar, Adama Sarr, several women groups as well as the Rivers-Bayelsa Youth Community and members of the Nigerian community in The Gambia.

On the governor’s entourage were the Bayelsa State Commissioner for Women and Children’s Affairs, Social Development and Empowerment, Joanna Gigi, the Mayor of Yenagoa City Council, Bulodisiye Ndiwari, and his Kolokuma/Opokuma Local Government Area counterpart, Tariye Lelei.
